Bids must be delivered by the stipulated time. Late bids will not be accepted for consideration. Bidders must complete and sign the returnable documents, including the Compulsory Enterprise Questionnaire, SBD 1, SBD 4, and SBD 6.1. Failure to submit a complete and signed Form of Offer, or an unsigned bid, will result in disqualification.

Joint ventures are allowed subject to specific CIDB grading rules for each partner and the combined entity. Bidders must be registered on the Central Supplier Database (CSD) prior to award. Tax matters must be in order and verified through CSD; non-compliant bidders will be given 7 days to correct their status. The bidder, its directors, or shareholders must not be listed on the Register of Tender Defaulters or the List of Restricted Suppliers. The bidder must not be in the service of the state, nor have directors/managers/principal shareholders in the service of the state. The evaluation will be done in two phases: Phase One - Compliance, responsiveness to the bid rules and conditions; Phase Two - Bidders passing the stage above will be evaluated on PPPFA and PPR 2022. Maximum points for Price - 80 points, Maximum points for Specific Goals - 20 points, Maximum points - 100 points.
