Bidders must submit bids electronically via email: [email protected]. Bids must be submitted in a PDF format that is protected from any modifications, deletions or additions. All submissions must be prominently marked with the full details of the tender in the email subject line. Bidders are advised to email submissions at least 60 minutes before the bid closing time. Tender submissions received after submission date and time will be declared late bid submissions and will not be accepted for consideration by SABC.

Bidders will be evaluated on a 90/10-point system. The evaluation criteria include technical evaluation, price, and specific goals. Technical evaluation will assess the bidder's experience, personnel, and equipment. Price will be evaluated based on the bidder's quotation. Specific goals will assess the bidder's ability to meet the SABC's requirements.

The SABC requires a Physical Security Service provider with a minimum of five (5) years’ relevant experience to provide SABC with 24-hour NKP physical security services to perform duties at the SABC Auckland Park office. The physical security services shall include access and egress control, guarding and patrolling of the premises, protection of assets, personnel, and the premises.

The SABC will develop a Performance Management System to evaluate the service provider's performance on a quarterly basis. The key performance areas will include all registers being available for inspection, monthly reports, and guards reporting on duty.

The bidder must provide a detailed Schedule of Quantities indicating how the bid amount is composed. The schedule shall contain itemised descriptions, quantities, and unit prices. The prices quoted should be inclusive of all costs needed to perform the specified services.

Payment terms are 60 days from date of Invoice. The bidder shall bear all costs and expenses associated with preparation and submission of its bid/proposal.

Bidders must comply with the Broad-Based Black Economic Empowerment (B-BBEE) Act. Bidders must submit a certified copy of their B-BBEE certificate or a sworn affidavit. Bidders must also comply with the requirements of the South African Revenue Service (SARS) and the Unemployment Insurance Fund (UIF).

The service provider must ensure that all security personnel are trained and knowledgeable about SABC procedures, protocol, and Standard Operating Procedures (S.O.P). The service provider must also provide a contingency plan to be executed during emergencies.

The contract period is five (5) years. The SABC reserves the right to monitor every stage of the contract to ensure that the directors who were awarded the bid are in control of the company and/or that changes in directors do not affect delivery of the goods/services/work adversely.
