Supply, installation, configuration and commissioning of two enterprise core switches and ten 48-port poe+ access switches, with optics, direct-attach cabling, a centralised network management platform and migration of the existing switch configurations, for the council for medical schemes in centurion. The contract also covers 36 months of oem software entitlement and 24 months of 24×7×365 support with a 4-hour on-site response. Evaluation runs in two phases: a pass/fail mandatory phase requiring two network-switch testimonial letters, an oem reseller certificate and a project implementation plan, followed by 80/20 scoring of price and specific goals. The most consequential requirement is the compulsory briefing session and site inspection on 06 november 2026 at 11:00 — only bidders whose representative signs the attendance register are evaluated.
Compulsory briefing and site inspection: 06 November 2026 at 11:00, Block A, Eco Glades 2 Office Park, 420 Witch-Hazel Avenue, Eco Park, Centurion, 0157. A duly authorised representative must attend and sign the official attendance register; bidders not on the register are excluded from evaluation.
Closing and submission: 13 November 2026 at 23:59, by email only to [email protected] and [email protected]. Late bids and submissions via WeTransfer, Google Drive or Dropbox are rejected. Bid validity is 90 days.
Mandatory Phase 1 evidence (pass/fail): two testimonial letters on client letterhead confirming installation of network switches, an OEM or authorised vendor reseller certificate or letter of good standing, and a project implementation plan covering timeline and milestones, installation and configuration methodology, migration approach, testing and quality assurance, cutover and go-live, risk mitigation, training and knowledge transfer, and post-implementation support. Missing any one disqualifies the bid.
Evaluation split: 80/20 preference point system — 80 points for price on a detailed budget breakdown and 20 points for specific goals (HDI ownership 5, company size 3, black woman-owned 5, ownership by people with disabilities 3, youth under 35 ownership 4). Phase 1 is pass/fail with no functionality score.
Compliance documents: CSD registration with the CSD number shown on SBD 1, a SARS tax compliance status PIN or printed TCS certificate, a valid B-BBEE certificate or sworn affidavit (EMEs and QSEs), completed and signed SBD 1, SBD 4 and SBD 6.1, the Annexure A bidder disclosure, and proof of authority to sign such as a company resolution. Consortia, joint ventures and subcontractors must each submit a separate TCS, PIN or CSD number.
Pricing and payment: quote amounts including VAT in three components — removal of the existing switches, supply and installation of the new solution, and 24 months of support and maintenance. Payment is within 30 days of an original tax invoice, against agreed milestones and a CMS purchase order; no delivery without an official purchase order.
Disqualifiers: any director, member or shareholder in the service of the state, listing on National Treasury's restricted bidders or tender defaulters database, a fraud, corruption or collusion conviction in the past 5 years, or false information submitted in any procurement process.
