Two-stage evaluation:

Stage 1 – Administrative compliance (pass/fail): bidders must submit all mandatory documents and meet all requirements. Failure leads to disqualification.

Stage 2 – 80/20 preference point system (Preferential Procurement Regulations 2022):

• Price: up to 80 points.
• Specific goals: up to 20 points, allocated as:
• 10 points for an EME or QSE at least 51% owned by black people (proof: fully completed and signed MBD 6.1 and full CSD report not older than one month).
• 10 points for promotion of enterprises located in Mnquma Local Municipality area (proof: municipal rates or municipal confirmation letter or lease agreement showing business domicile).
• No points awarded if proof for specific goals is not submitted.

Supply and delivery of working tools for five crafters: Aweselwa Development & Creative Projects, Inkcoyo Projects, Mnquma Live Band, L.M Makhenke, and Ntozi Hillie Enterprise.

The detailed specification lists 66 line items with quantities, materials, dimensions, and build requirements. Key categories include:

• Cord ends and trims (brass, zinc, nickel-plated, plastic) in various finishes and sizes.
• Beads (9mm, 10mm, 12mm) in materials such as natural stone, plastic, wood, and acrylic, in various colours.
• Jewellery-making tools: stamp sets, swivel knives, eyelet pliers, beading looms (extendable), beading cottons, beading needles, measuring tapes, beading trays, scissors.
• Sewing equipment: industrial walking foot machine, rigid heddle weaving loom (120cm), sewing machine head (straight D-drive).
• Fabric: Black Melton and Red Melton (150cm width, 340-390 GSM).
• Display mannequins (half body and full body).
• Musical instruments and audio equipment: keyboards, trumpets, saxophones, microphones, mixers, speakers, amplifiers, cables, and accessories.
• Electronic platform scale (60kg, with verification certificate).
• Keyboard bench.
• Genuine leather (quantity not specified).

Bidders must submit Annexure B – Past Experience, detailing relevant experience. Annexure D – Company Composition is also required.

Pricing must be on MBD 3.1 (Firm Prices) and MBD 3.3 (Pricing Schedule and Specification). All prices include VAT and all applicable taxes, and must cover all costs for execution. Prices are final and binding.

• Only firm prices accepted; non-firm prices (including those subject to exchange rate variations) will not be considered.
• All prices must include VAT and all applicable taxes.
• Prices must include all expenses, disbursements, and costs (transport, overheads, accommodation, etc.) and cover all general risks, liabilities, and obligations.
• Prices are final and binding.
• Offer must remain valid for 90 days from the closing date.

Mandatory registrations and documents:

• Central Supplier Database (CSD) registration: submit full CSD report not older than one month.
• Tax compliance: provide Tax Compliance Status PIN or CSD number. SARS TCS certificate may also be submitted.
• B-BBEE: claim points via MBD 6.1.
• Company registration: CK document (preferred bidders).
• Certified ID copies of directors (not older than six months, for preferred bidders).
• Municipal clearance certificate: certificate from the municipality (or any other municipality) that the bidder and its directors are not indebted for rates, taxes, or service charges in arrear for more than three months, and no dispute exists. Bidders within Mnquma Local Municipality jurisdiction will be verified with MLM Revenue Section.
• No bids from persons in the service of the state.
• Bidder must not be listed on the Register of Tender Defaulters.
• Bidder must not have abused the municipality's SCM system or failed on a previous contract.

Specific goals under 80/20 system: 10 points for an EME or QSE which is at least 51% owned by black people (proof: signed MBD 6.1 and CSD report); 10 points for promotion of enterprises located in Mnquma Local Municipality area (proof: municipal rates/confirmation/lease agreement).

The successful bidder must sign a written Contract Form (MBD 7.2). The tender offer must remain valid, irrevocable, and open for acceptance for 90 days from the closing date. The municipality may negotiate price with preferred bidders. The municipality reserves the right to extend the tender period. The bid is subject to the General Conditions of Contract (GCC) and any special conditions.

Conditions of acceptance: The municipality is not obligated to accept any proposal and may accept whole or part. No proposals from persons in the service of the state. Bidder must not be listed on Register of Tender Defaulters nor have abused SCM system. No late, incomplete, unsigned, faxed, couriered, or emailed tenders accepted. Tender offer valid for 90 days from closing. Award may be subject to price negotiation. Municipality reserves right to extend tender period. Fraudulent information will result in blacklisting for five years.

Administrative compliance is mandatory. Bidders must submit Full CSD Report (not older than one month), original tender document, fully completed tender forms including all MBDs (1-9), signed partnership/joint venture agreement if applicable, and all parties must be registered on CSD. Failure to meet administrative compliance leads to disqualification.
