Supply and delivery of electric fence spares to medupi power station (5-Year ad-hoc contract)

Medupi Power Station is by law a National Key Point and requires the need for proper access control which

is enabled by the electrified perimeter security fence with additional barrier fences. This system safeguards

the Medupi site from unauthorised persons entering the premises. Regular maintenance which includes

replacement of parts (spares) is required for the electrified fence to serve this vital security purpose

continuously and effectively. Hence, Medupi Power station intends to place a spares supply contract to

ensure continuous operation of the electric fence.

This document provides an overview of Eskom’s Technical Evaluation criteria to be used for the

evaluations of the tender submissions for the spares supply for the Electric Fence at Medupi Power Station

for a period of five years. The document provides annexures developed to address various aspects

required to perform technical evaluations.

2. Supporting clauses

The scope of this document is to define and document the Tender Technical Evaluation Strategy for the

supply of Electric Fence spares.

2.1 Scope

The document describes the acceptable and unacceptable risks and qualifications and /or conditions.

The Tender Technical Evaluation Strategy will define the following technical evaluation criteria:

• Mandatory Evaluation criteria

• Qualitative Evaluation criteria

• TET Member Responsibilities

• Acceptable/Unacceptable Qualifications

No changes will be permitted to be made to the evaluation criteria once the Technical Evaluation Strategy

is approved by the relevant Engineering Group Manager.

2.1.1 Purpose

The purpose of this Tender Technical Evaluation Strategy is to define the Mandatory Evaluation Criteria,

Qualitative Evaluation Criteria and TET member responsibilities for tender technical evaluation. The

technical evaluation strategy serves as basis for the tender technical evaluation process.

2.1.2 Applicability

This document applies to the Tender Evaluation Team for the Medupi Power Electric Fence Spares Supply

Contract.

3. Tender technical evaluation strategy

3.1 Technical evaluation threshold

Mandatory criteria are ‘must meet’ criteria. These criteria will be assessed on a Yes/No basis as to whether

or not the criteria are met. An assessment of ‘No’ against any criterion will technically disqualify the

tenderer and will not be further evaluated against Qualitative Criteria.

Qualitative criteria will be weighted using a score-card approach to evaluate the technical compliance of

the tenders against the specifications. The minimum weighted final score (threshold) required for a tender

to be considered from a technical perspective is 75%. Hence, the Tenderers must achieve a total weighted

score of 75% or more to qualify for further evaluation.

3.2 Tet members

The TET members responsible for the technical evaluation are listed in Table 1. The TET responsibilities

are indicated in Section 3.6 of this document.
