1.1 Any person (natural or juristic) may make an offer or offers in terms of this invitation to bid. In line with the principles of transparency, accountability, impartiality, and ethics as enshrined in the Constitution of the Republic of South Africa, 1996 (Constitution), and further expressed in the various applicable legislation, it is required for the bidder to make this declaration in respect of the details required hereunder.

The vendor will configure hybrid call routing between the ShoreTel PBX and Microsoft Teams Direct Routing, and procure 30 Microsoft Teams Phone Standard licenses paid fully upfront through 30 June 2028.

Bidders must hold a valid ICASA Individual or Class ECS license (or a verified licensed reseller agreement) authorising number porting and voice services. Must provide proof of active AudioCodes Certification/Partnership status (e.g., Certified Systems Integrator) with at least one AudioCodes Certified Associate/Professional engineer assigned. Must be an authorised Microsoft Solutions Partner with proven Cloud Productivity or Designation in Teams Voice Deployment. • Office A: PRI – 300 DID numbers (30 in use); provision for 10 additional numbers, totaling 40 SIP extensions.

Configure the existing AudioCodes Mediant 800 SBC with SIP normalization rules, dial plans, security policies, and routing tables to bridge SIP trunks, ShoreTel PBX, and Microsoft Teams.

Implement certified Microsoft Teams Direct Routing on the SBC, configure voice policies in the Microsoft 365 tenant, and set up failover routing to the ShoreTel PBX.

Procure and provision 30 Microsoft Teams Phone Standard add-on licenses under a fixed-term arrangement from project activation through 30 June 2028; licensing costs for the total term must be billed as a single, upfront line item.
