Bids must be delivered to the bid box at 191 Prince Alfred Street, Department of Public Works KZN Oliver Tambo House Head Office, Pietermaritzburg 3200, by 11h00 on the closing date. Late bids will not be accepted. Posted, telefaxed, emailed, or electronically transmitted bids are not accepted. Bids must be on official forms (not retyped), in a sealed envelope marked with the bid number and closing date, and each page initialled. Use of correcting fluid is prohibited; alterations must be initialled. Failure to comply with instructions leads to immediate disqualification.

• SBD 1 (Invitation to Bid) – bidder details and terms.
• SBD 3.1 (Pricing Schedule – Firm Prices) – firm prices only.
• SBD 4 (Bidder's Disclosure) – declaration of interests and relationships.
• SBD 6.1 (Preference Points Claim) – claim for specific goals.
• SBD 7 (Contract Form) – to be signed by successful bidder.
• Section C – Declaration that CSD information is correct and up to date.
• Section D – Official Briefing Session/Site Inspection Certificate (for each briefing attended).

• Three (3) reference letters for similar projects of similar value (mandatory).
• Detailed specification of the product from the distributor (for SITA accredited providers).

Evaluation is in three phases:

• Phase 1: Administrative compliance – correctness of bid documents and compliance with bid regulations, including CSD registration.
• Phase 2: Mandatory requirements – submission of three (3) reference letters for similar projects of similar value; failure leads to immediate disqualification.
• Phase 3: Specific goals – preference points under the 80/20 system.

Preference points: 80 points for price, 20 points for specific goals. Specific goal: Ownership by Black People 100% – 20 points. Documentary proof required: sworn affidavit signed and dated by a Commissioner of Oaths. Points for price calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the tender price and Pmin is the lowest acceptable tender price.

Scope: Supply, install, and commission forty-nine (49) Aruba wireless access points for the eThekwini Region, Ministry, eThekwini District Office, and Head Office at 191 Prince Alfred Street, Pietermaritzburg.

Equipment (quantities of 49 each):

• HPE Aruba Networking AP-725 (RW) Tri Radio 2x2 Wi-Fi 7 Internal Antennas Campus Access Point.
• HPE Aruba Networking AP-MNT-D Campus AP mount bracket kit (individual) type D: solid surface.
• HPE Aruba Networking Central AP Foundation 3-year Subscription E-STU.

Requirements:

• Solution must be compatible with Aruba Central (centralised management platform).
• Solution must be compatible with Aruba Clear-Pass (the department's network policy manager).
• Installation of access points, provisioning and syncing on Aruba Central.
• Provide cabling where needed and relocate existing access points as discussed at site briefing.
• Provide each access point with a CAT 6e ethernet cable.
• All APs must be delivered to 191 Prince Alfred Street, Pietermaritzburg for asset tagging.
• APs for the eThekwini site must be collected from 191 Prince Alfred Street and installed at the eThekwini site.
• SITA accredited providers must provide the detailed specification of the product from their distributor.

The Wi-Fi solution must be compatible with Aruba Central and Aruba Clear-Pass. Installation of access points must be done, and the APs must be provisioned and synced on Aruba Central. Cabling must be provided where needed, and existing access points must be relocated as discussed at the site briefing. Each access point must be provided with a CAT 6e ethernet cable. All APs must be delivered to 191 Prince Alfred Street, Pietermaritzburg for asset tagging. APs for the eThekwini site must be collected from that address and installed at the eThekwini site.

Mandatory requirement: the service provider must submit three (3) reference letters for similar projects of similar value, along with the quotation document. Failure to do so leads to immediate disqualification.

Pricing must be on the SBD 3.1 Pricing Schedule – Firm Prices. Only firm prices accepted. Offer must be valid for 120 days from the closing date. VAT at 15% must be included in the bid price.

Eligibility:

• Must be a SITA accredited service provider on the RFB 740 transversal contract.
• Must be registered on the Central Supplier Database (CSD) at the time of bid closing; failure leads to disqualification.
• Must provide a SARS Tax Compliance Status (TCS) PIN or CSD number; for consortia/JVs/subcontractors, each party must submit a separate TCS PIN/CSD number.
• Bidders must not be persons in the service of the state, nor companies/close corporations with directors/members who are persons in the service of the state.

B-bbee:

• Preference points claimed under the 80/20 system. Specific goal: 100% Black ownership – 20 points.
• Documentary proof: sworn affidavit signed and dated by a Commissioner of Oaths (for EMEs and QSEs).
• A B-BBEE status level verification certificate or sworn affidavit must be submitted to qualify for preference points.

• SBD 4 (Bidder's Disclosure) – declares any state employment or relationships with the procuring institution.
• SBD 6.1 (Preference Points Claim) – claims specific goal points.
• Section C – Declaration that CSD information is correct and up to date.

Specific goal: Ownership by Black People 100% – 20 points under the 80/20 system. Documentary proof required: sworn affidavit signed and dated by a Commissioner of Oaths.

The successful bidder will be required to sign a written contract form (SBD 7). The bid is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations 2022, the General Conditions of Contract (GCC), and any special conditions of contract. The department reserves the right not to award to the lowest bidder.
