Bids must be on the official forms provided (not re-typed) and delivered by the stipulated time; late bids are not considered. The quotation must be on company letterhead, stamped, and include physical address, telephone numbers, company registration number, VAT registration number (if VAT claimed), date and signature. Quoting on fewer items or quantities than requested invalidates the quotation. Returnable documents: SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim), SBD 7 (Contract Form, to be signed by the successful bidder), valid Tax Clearance certificate, CSD registration number, B-BBEE status level verification certificate or sworn affidavit, certificate of good standing with the Workmen's Compensation Fund (where applicable), and Health and Safety file (where applicable). Proof of authority (e.g. company resolution) must accompany the signed bid.

Quotations are evaluated on the 80/20 preference point system under the Preferential Procurement Policy Framework Act, 2000 and Preferential Procurement Regulations, 2022. The 80/20 system applies to requirements with a Rand value up to R50,000,000 (all applicable taxes included). Points: 80 for price, 20 for B-BBEE status level of contribution. The lowest acceptable tender determines the accurate system once tenders are received. B-BBEE points are awarded per status level: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0. Failure to submit proof of B-BBEE status means no preference points are claimed.

Payment will be effected within 30 days on receipt of an original invoice and statement; price must be inclusive of VAT. The quotation must be valid for 30 days. A valid Tax Clearance certificate must be submitted on original for goods/services to the value of R30,000.

Bidders must be compliant with tax obligations and submit a SARS Tax Compliance Status (TCS) PIN or CSD number. Where no TCS PIN is available, a CSD number must be provided. A valid Tax Clearance certificate is required for goods/services to the value of R30,000. Bidders must be registered on the Central Supplier Database (CSD); failure to provide the CSD number invalidates the bid. No bids will be considered from persons in the service of the state, companies with directors who are state employees, or close corporations with members who are state employees. B-BBEE status level verification certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points. SBD 4 (Bidder's Disclosure) must accompany the bid; omission leads to disqualification.
