SANParks requires a service provider to conduct a Risk Perception Survey (RPS) for its Vision 2040 initiative, which shifts towards Mega Living Landscapes integrating biodiversity conservation, socioeconomic development, stakeholder participation, climate resilience and regenerative tourism. The survey must identify, validate, prioritise and analyse risks affecting Vision 2040 implementation, obtain stakeholder perceptions, assess risk significance over 1-year, 2-year and 10-year horizons, and inform the Vision 2040 Risk Register and Risk Management Plan. Contract duration is 12 months.

Disqualification risks:

• Fronting: if fronting indicators are found, the bidder has 7 days to prove otherwise; failure invalidates the bid and may lead to restriction from public sector business for up to 10 years.
• Amending bid conditions or setting counter conditions invalidates the bid.
• Bids must be completed in black ink; forms must not be retyped or redrafted.

Evaluation phases:

Phase 1 – Mandatory: Company membership with the Institute of Risk Management South Africa (IRMSA), with proof of membership certificate. Failure to comply leads to disqualification.

Phase 2 – Technical/Functional: Minimum qualifying score of 75 points to proceed. Scoring:

• Bidder's experience (max 10): 10+ years = 10, 8-9 years = 7, 5-7 years = 3, less than 5 years = 0. Minimum 5 years required.
• Project Lead (max 10): Master's degree in Risk Management, Economics, Social Science, Statistics, Strategic Management or related field; 10+ years = 10, 7-9 years = 7, 5-6 years = 3, less than 5 years = 0.
• Supporting Team (each max 10):
• Lead Researcher/Survey Specialist: 5+ years = 10, 3-4 years = 7, 2 years = 3, less than 2 years = 0.
• Risk Specialist: IRMSA membership and 5+ years = 10, 3-4 years = 7, 2 years = 3, less than 2 years = 0.
• Stakeholder Engagement Specialist: 5+ years = 10, 3-4 years = 7, 2 years = 3, less than 2 years = 0.

• Methodology (max 20): detailing full scope = 20, 80% = 15, 60% = 10, 50% = 5, less than 50% = 0.

Phase 3 – Pricing and Preference Points: 80/20 system. Price = 80 points, Specific Goals (B-BBEE) = 20 points.

Scope: Design and administer a comprehensive Risk Perception Survey for SANParks Vision 2040, covering internal and external stakeholders.

Phases:

1. Inception: review Vision 2040 documentation, conduct inception meetings, develop project plan and methodology.
2. Stakeholder Mapping: validate and refine stakeholder categories (internal: board, executives, senior management, regional/park management, functional specialists; external: government, provincial authorities, municipalities, traditional authorities, communities, NGOs, academia, private sector, tourism operators, funders).
3. Conducting Surveys: mixed-method approach – Stage 1 online survey (staff, government, NGOs, private sector, academia); Stage 2 physical workshops (communities, traditional authorities, farmers associations, community trusts, land claim beneficiaries, local forums). Develop structured questionnaires and qualitative instruments (focus groups, targeted interviews).
4. Data Collection: electronic and/or physical, multilingual (English, Afrikaans, isiXhosa, Sesotho, isiSwati), accessible for community stakeholders.
5. Risk Analysis: risk landscape, consequence analysis, risk interdependencies, stakeholder comparison.
6. Reporting: validation workshops, executive feedback sessions, risk prioritisation workshops.

Target sample sizes:

Physical workshops: 8 facilitated sessions, minimum 25 participants each, including transport, venue, catering, facilitation material and translation. One SANParks observer may attend each session.

Deliverables:

Methodology should align with ISO 31000, COSO ERM, and SANParks ERM Strategy.

The service provider must follow a phased approach: Inception, Stakeholder Mapping, Conducting Surveys (online and physical workshops), Data Collection, Risk Analysis, and Reporting. Methodology should incorporate ISO 31000, COSO ERM, quantitative and qualitative analysis, risk heat mapping, risk trend analysis, scenario-based risk assessment, and strategic foresight techniques, aligned with SANParks ERM Strategy.

Bidder must have a minimum of 5 years' experience in risk management consultant services or risk perception surveys. Project Leader must have a Master's degree in Risk Management, Economics, Social Science, Statistics, Strategic Management or related field, with relevant experience. Supporting team roles: Lead Researcher/Survey Specialist, Risk Specialist (with IRMSA membership), and Stakeholder Engagement Specialist, each with specified experience levels. Contactable references required, dated and signed on referee letterhead.

The project plan must include quality assurance and quality control measures. The methodology must incorporate best practices such as ISO 31000 and COSO ERM principles.

Pricing schedule (SBD 3.1) with quantities and total including VAT for phases:

Price must be fully inclusive of all costs, including disbursements, overheads, delivery to the specified SANParks Business Unit address, and VAT. A detailed quotation on company letterhead must be submitted in support of the pricing schedule.

Mandatory:

• Company membership with the Institute of Risk Management South Africa (IRMSA), with proof of membership certificate.
• Registration on the Central Supplier Database (CSD) – proof required.
• Tax compliance: provide a SARS Tax Compliance Status (TCS) PIN or CSD number. For consortia/JVs/sub-contractors, each party must submit a separate TCS PIN/CSD number.
• B-BBEE: a valid B-BBEE certificate or sworn affidavit (for EMEs and QSEs) must be submitted to claim preference points.
• No bids from persons in the service of the state, or companies with directors who are state employees.
• Bids must remain valid for 150 days after closing date.

SANParks operates under the National Environmental Management: Protected Areas Act, with a mandate to conserve and manage national parks and biodiversity. The risk survey must consider impacts on biodiversity and conservation outcomes.

The successful bidder must sign a written contract form (SBD 7) and/or an SLA. The bid is subject to the GCC and any special conditions. Bids must remain valid for 150 days after closing. SANParks may cancel the bid invitation prior to award for insufficient funds, price outside fair market range, or process impropriety. Bidders must not engage in collusion, fraud, or corruption; fronting will result in disqualification and possible restriction from public sector business for up to 10 years.

SANParks may not award to a bidder who indicates intention to sell the company within the next 12 to 60 months, on a case-by-case basis. SANParks is not liable for costs incurred in preparing responses. Bidders are warned of scammers posing as SANParks employees; SANParks does not sell bid documents and will never ask for monetary gratuity. POPIA compliance is required. Disqualification reasons include incomplete information, fraud, misrepresentation, offering gifts, canvassing, and dishonesty.
