Returnable documents (all must be completed and signed):

• SBD 1 (Invitation to Bid): bidder and contact details, signed as the offer cover page.
• SBD 4 (Declaration of Interest): discloses whether any director/shareholder is employed by the state or connected to anyone at PRASA.
• SBD 6.1 (Preference Points Claim): claims preference points for specific goals under the 80/20 system.
• Annexure A (Pricing Schedule): completed in the prescribed format.
• Proof of authority to sign (e.g. company resolution).
• SARS tax compliance PIN or printed TCS certificate, or CSD number.
• For consortia/JVs/sub-contractors: each party must submit a separate TCS certificate/PIN/CSD number.
• Signed Joint Venture, Consortium or Partnering Agreement if applicable.

Basic compliance documents (submitted within 5 business days after award):

• Original or certified B-BBEE certificate (or affidavit for EME/QSE).

Evaluation is staged; bidders must pass each stage to proceed.

Stage 1A – Mandatory Compliance (substantive responsiveness): completion of all RFQ documentation, including all declarations, SBD forms and Commissioner of Oath signatures. Missing documents lead to automatic disqualification.

Stage 1B – Basic Compliance (administrative responsiveness): documents listed above must be submitted within 5 business days after award, otherwise disqualification.

Stage 1C – Technical Mandatory Compliance: affiliation with SANAS, Saiosh, or SASQ is required.

Stage 2 – Technical/Functional: minimum threshold of 80%. Bidders scoring below 80% are eliminated.

Stage 3 – Preference Points: Price (80 points) and B-BBEE (20 points) under the 80/20 preference point system.

Total possible score: 100 points.

Technical/functional criteria (100% of Stage 2):

• Company experience (30%): demonstrated experience assisting clients to achieve ISO 9001:2015 certification within the last five years. Points awarded per number of certified clients (5 clients = 5 points, 4 = 4, 3 = 3, 2 = 2, 1 = 1, 0 = 0). For each client, submit a signed reference letter (client name, contact person, confirmation of successful certification) and a copy of the ISO 9001:2015 certificate or certification body confirmation letter showing client name, scope, and certification/issue date within the last five years.
• Key personnel qualifications and experience (30%): details not provided in the document.

The service is a Quality Management System (QMS) gap analysis for PRASA.

The scope is to conduct a gap analysis against ISO 9001:2015 requirements.

The bidder must demonstrate experience in assisting clients to achieve ISO 9001:2015 certification, with certification granted within the last five years.

The bidder must be affiliated with SANAS, Saiosh, or SASQ.

Pricing must be provided on a rate basis per the pricing schedule (Annexure A).

Prices must be quoted in South African Rand, inclusive of all applicable taxes.

Price offer must be firm and fixed.

Pricing must be submitted strictly in accordance with the pricing schedule (Annexure A); deviation may render the bid non-responsive.

Cost breakdown must be indicated.

Price escalation basis and formula must be indicated.

Only VAT vendors may charge VAT.

PRASA pays within 30 days of receipt of a correct tax invoice.

PRASA may negotiate a market-related price if the highest scoring bidder's price is not market-related; if no agreement, PRASA may cancel the RFQ.

CSD registration: mandatory; business will not be awarded to unregistered bidders (foreign suppliers with no local registered entity are exempt).

Tax compliance: SARS tax compliance PIN or valid tax clearance certificate required; for consortia/JVs/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number.

B-BBEE: B-BBEE certificate or affidavit (for EME/QSE) required to claim preference points; for JVs/consortiums, a combined certificate in the name of the JV/Consortium must be submitted.

Mandatory technical compliance: affiliation with SANAS, Saiosh, or SASQ.

Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers.

Bidders must not be persons in the service of the state, nor companies with directors who are persons in the service of the state.
