Disqualification risks:

Evaluation is in two phases:

Phase 1 – Functionality/Technical (out of 65 points, minimum threshold 52 points):

• Company track record (max 15): signed, contactable client reference letters on client letterhead describing comparable services and contract period. Appointment/award letters not accepted. Scoring: 5+ letters = 15, 4 = 12, 3 = 9, fewer than 3 = 0.
• Service provider operational capability (max 20): Project Manager CV with minimum 3 years' experience in on-the-ground compliance, inspection, monitoring or verification (10 points); detailed 12-month execution plan in Gantt format covering mobilization, governance, provincial deployment, reporting, QA, intern support, escalation, risks, milestones, responsibilities, close-out (up to 10 points). Police clearance required before contracting.
• National footprint and deployment capacity (max 20): proof of offices/partners/supervisors or credible mobilization model enabling concurrent delivery in Gauteng, KwaZulu-Natal and Western Cape, with staffing, supervision ratios, transport/logistics, and mobilization lead times. Fully costed plan = 20, no credible evidence = 0.
• Field management systems, reporting and integration (max 10): existing or configured solution for daily field reporting, roster/attendance, data capture, QA, escalation tracking, audit trails, dashboards, and export/integration with SABC TV Licence system. Include screenshots, architecture, sample reports. Operational solution covering all = 10, most with minor gaps = 8, no evidence = 0.

Bidders scoring below 52 are declared non-responsive and do not proceed to price and specific goals.

Phase 2 – Price and Specific Goals (80/20 preference point system):

• Price: maximum 80 points, calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin).
• Specific goals (max 20 points): EME/SME 51% Black-owned = 10; 51% Black-owned = 5; 51% Black women-owned = 3; Black Youth = 2.
• Bidders not meeting specific goals score zero but are not disqualified.
• Highest total points wins; ties decided by drawing of lots.

The SABC requires a service provider to coordinate and manage Compliance Officer Interns appointed under the HR Internship Programme, covering TV licence compliance, database enrichment, and revenue recovery. The provider manages the field workforce (not conducting inspections directly) across Gauteng, KwaZulu-Natal, and Western Cape.

Scope of day-to-day management:

• Deployment and scheduling: develop daily/weekly rosters allocating interns to provinces, regions, and target establishments (hospitality, eateries, pubs, retail/dealer sites, businesses flagged for under-declaration); coordinate travel, transport, and field logistics; maintain live attendance and reassignment records.
• Supervision and quality assurance: provide direct day-to-day supervision, including team leads/regional supervisors; conduct quality checks on inspection records, spot-penalty issuances, and database entries; monitor adherence to Broadcasting Act, TV Licence Regulations, and POPIA; manage corrective action with HR.
• Internship programme coordination: track each intern's progress against programme requirements (attendance, competency development, milestones); flag interns needing support or at risk; support identification of cohort for retention into permanent/fixed-term roles.
• Escalation management: defined pathway for field incidents (safety, disputes, non-cooperation, suspected fraud/misconduct) with same-day escalation to TV Licences management; escalate conduct/disciplinary matters to HR.

Reporting requirements:

• Daily Compliance Officers Activity Report to both TV Licences and HR departments, covering visits per province, compliance outcomes (verified, non-compliant, on-the-spot registrations, spot penalties), database enrichment activity, dealer/retailer onboarding, material findings, escalated incidents, intern attendance/conduct/milestones, and health/safety matters.
• Reports must be submitted by a fixed daily cut-off time agreed at contract commencement, drawn from the TV licence system (single auditable source) with parallel manual reporting.
• Weekly consolidated reports with trend analysis; monthly management report for EXCO.
• All reporting must be POPIA-compliant.

Deliverables and frequency:

• Daily Inspectorate Activity Report (daily, to TV Licence and HR)
• Deployment Roster (daily/weekly, to TV Licence)
• Learner attendance and conduct (daily, to HR)
• Weekly Consolidated Performance Report (weekly, to TV Licence)
• Monthly Management Report (monthly, to TV Licence)

Key performance indicators:

• Report submission timeliness (% of daily reports by cut-off)
• Data accuracy rate (% of field records passing QA without correction)
• Field deployment rate (% of rostered inspector-days delivered)
• Escalation response time
• Learner retention and progression rate against learnership milestones

The service provider must submit a detailed 12-month execution plan, preferably in Gantt-chart format, covering mobilization, governance, provincial deployment, daily/weekly/monthly reporting, quality assurance, intern support, escalation management, risks, dependencies, milestones, responsibilities, and transition/close-out.

Operational approach must include:

• Deployment and scheduling: daily/weekly rosters, travel coordination, attendance tracking.
• Supervision and quality assurance: direct supervision, quality checks, adherence to Broadcasting Act and POPIA.
• Internship programme coordination: track progress, flag support needs, support retention decisions.
• Escalation management: defined pathway for field incidents, same-day escalation.
• Daily reporting to TV Licences and HR, weekly consolidated reports, monthly management report for EXCO.
• Field management systems: existing or configured solution for daily field reporting, roster/attendance, data capture, QA, escalation tracking, audit trails, dashboards, and integration with SABC TV Licence system.

Company experience:

• Must demonstrate experience managing field-based operations at multi-province or multi-region scale, evidenced by signed, contactable client reference letters on client letterhead. Letters must describe comparable services and contract/project period. Appointment or award letters not accepted. SABC may verify references.
• Acceptable experience includes: coordination/management of promotional staff, brand ambassadors, or activation teams; running marketing/brand activations at national multi-province scale; or retail merchandising/in-store field force management.

Project Manager qualifications:

• Minimum 3 years' experience in workforce delivering on-the-ground compliance, inspection, monitoring, or verification activities (e.g., compliance auditing, revenue collection support).
• Police clearance required before contracting.

Annexure D requires listing previous and current projects with client contact details, periods, values, and dates.

Quality assurance requirements:

• Conduct routine quality checks on completed inspection records, spot-penalty issuances, and database update entries to confirm accuracy and completeness before submission.
• Monitor adherence to Broadcasting Act, TV Licence Regulations, and POPIA during all field activities.
• Data accuracy rate (% of field records passing QA without correction) is a key performance indicator.
• Reports must draw from the TV licence system as a single auditable source, with parallel manual reporting.
• All reporting must be POPIA-compliant.

Quotation must reflect a detailed cost breakdown, including any indirect costs.

80/20 preference point system applies:

• Price: maximum 80 points, formula Ps = 80(1 - (Pt - Pmin)/Pmin).

Specific goals evidence:

• B-BBEE: original valid certificate/certified copy/sworn affidavit (consolidated scorecard for JV).
• Black Women Owned: certified ID documents of owners/shareholders.
• Black Youth Owned: certified ID documents of owners.
• EME/QSE 51% Black Owned: annual financial/management accounts, B-BBEE certificate/affidavit, certified ID documents.
• 51% Black Owned: CIPC documents, B-BBEE certificate/affidavit, certified ID documents.
• South African Enterprises: CIPC documents.

Subcontracting:

• Subcontracting requires SABC approval.
• Cannot subcontract more than 30% of contract value to an enterprise with lower B-BBEE status, unless it is an EME with capability.
• Must declare any subcontracting in Annexure C.

Objective criteria (disqualification risks):

• Poor past performance on SABC projects.
• Blacklisted or fraudulent bidders (e.g., tax misrepresentation).
• Failing financial stability assessment.
• Former SABC employees: no contracts within 12 months of leaving (resignation/retirement); dismissed employees prohibited for 5 years; criminal record until expunged.
• Board members or their businesses; 12-month cooling-off for former board members.
• Bidders listed on Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified.

Health and safety obligations:

• Daily reporting to HR must include any health, safety, or wellbeing matters affecting interns in the field.
• Escalation pathway must cover safety issues in the field, with same-day escalation to TV Licences management where warranted.
• No separate OHS plan or certification is specified in the document.

Contract duration: 12 months.
