Bids pass through a functionality pre-qualification requiring a minimum of 70% across relevant experience (40 points), personnel (30) and methodology (30), before price and preference are scored on the 80/20 system with 20 points for specific goals. Attendance at the compulsory briefing and site inspection at ntenetyane dam on 9 october 2026 at 10:00 is required, and tenders close at 12:00 noon on 20 october 2026 by physical deposit only. The single biggest risk is that any missing mandatory returnable document renders the bid non-responsive.

Closing and submission: 20 October 2026 at 12:00 noon, deposited in the tender box at the New Umzimvubu Local Municipality Offices, KwaBhaca, and clearly marked with the project name. Couriered, faxed, emailed and late tenders are not accepted.
CIDB grading: 3CE or higher.
Functionality threshold: minimum 70% overall — relevant experience 40 points, personnel 30 points, methodology 30 points; bids below 70% are not evaluated further.
Preference points: 80/20 system, with 20 points for specific goals at 4 points each — 50% or more youth ownership, 50% or more female ownership, 100% Black ownership, people living with disability, and suppliers based in Umzimvubu Local Municipality.
Mandatory returnable documents (omission makes the bid non-responsive): properly completed MBD 1, 4, 6.1, 8 and 9; SARS confirmation with a verification pin; company registration/founding statement/CIPC document; originally certified ID copies of the managing director(s)/owner(s); CSD registration confirmation; and a billing clearance certificate or municipal accounts statement, affidavit, lease agreement or residential confirmation, plus a declaration that the company and all active directors owe no municipal services for more than 90 days.
