TRANSNET requires refurbishment work to enable a digital radio high sites communication network at TRANSNET rail infrastructure manager (trim) buildings across the western regions, delivered over five years on an as-and-when required basis under an nec3 tsc contract. The scope covers digital radio equipment shelters, civil works for structural enhancement, cable trays, air conditioning, technological security systems, earthing and lightning protection, and dc backup power systems, including full installation of equipment housing and outdoor cabinets with foundation excavation. Sites are spread across upington, saldanha, cape town and port elizabeth. The most consequential consideration for bidders is that attendance at one of the four compulsory briefing sessions is a precondition for bidding, and tenders must reach a minimum functionality score of 70 out of 100 before price is considered at all.
Compulsory briefings: attendance by an authorised representative is mandatory at one of four sessions — Upington Depot on 12 October 2026 at 10:00, Saldanha on 14 October 2026 at 11:00, Cape Town on 16 October 2026 at 11:00, or Port Elizabeth on 19 October 2026 at 11:00. The attendance register must be signed and returnable T2.2-01 signed off by the Employer's authorised representative; bidders must bring the RFP document.
CIDB grading: bidders must be registered with the CIDB at 8GB or higher, or capable of being so registered before evaluation. Joint ventures require every member to be CIDB registered, the lead partner to hold a grading not lower than one level below the required designation with the required recognition status, a combined grading of 8GB or higher, and a certified copy of the signed JV agreement.
Minimum functionality score: 70 out of 100, scored by at least three evaluators on Method Statement (40 points), Qualifications (15), Duration of project/services (15) and Previous Experience (30). Tenders below 70 are disqualified and removed from further consideration.
Price and preference points: 90 points for price and 10 for specific goals under the 90/10 system (applicable where responsive tenders are valued at R50 million or more, inclusive of taxes). Specific goals are B-BBEE Level 1 or 2 (3 points), at least 50% black youth owned (2 points) and local content (5 points); B-BBEE Level 3 to 8 contributors score zero on the B-BBEE goal.
Closing and submission: 12 November 2026 at 11:00, electronic submission only via the Transnet e-Tender Submission Portal. Late tenders are not accepted, telephonic, telegraphic, facsimile and emailed offers are rejected, and each bidder must submit under its own registered company profile — submitting through another company's profile, even a subsidiary or holding company, leads to rejection or disqualification. Uploads are capped at 30 MB each, multiple uploads allowed, and bidders should upload at least a day early.
Mandatory documents: valid SARS Tax Clearance Certificate plus a TCS PIN, valid B-BBEE certificate from a SANAS-accredited verification agency or a sworn affidavit confirming annual turnover and black ownership, valid CIDB CRS number, proof of CSD registration with supplier number and unique registration reference number, and a Letter of Good Standing with the Workmen's Compensation Fund (separate letters for each member of a newly constituted JV).
Validity and disqualifiers: tender validity is 12 weeks after closing, and a bidder who fails to respond to a request to extend it before expiry is excluded. Bidders are also excluded if listed on the Register of Tender Defaulters, on Transnet's restricted tenderers list or National Treasury's list of Tender Defaulters, convicted of a serious breach of law in the past five years (including the Competition Act), or insolvent, in receivership, under business rescue or being wound up. Clarification questions close at 12:00 on 26 October 2026.
