Request for proposals: short-term comprehensive insurance services for SALGA (36 months)

Submit one hard copy in a sealed envelope plus one electronic version on a USB flash drive or memory stick. The package must be clearly marked with the project title and bid number (SALGA/94/2021). Deliver to the reception desk on the first floor, SALGA National Office, Menlyn Corporate Park, Block B, 175 Corobay Avenue, Waterkloof Glen, Pretoria. Late submissions will not be accepted. Fax or email submissions are not permitted.

The tender follows a two-phase evaluation process: Phase 1 (Functionality) and Phase 2 (Price and B-BBEE). A minimum threshold of 70 points for functionality is required to proceed to Phase 2. Functionality is scored based on: 1) Value of previous contracts (30 points), 2) Company experience/client portfolio (40 points), and 3) Years of experience in short-term insurance (30 points). Phase 2 uses the 80/20 preference point system (80 for price, 20 for B-BBEE).

Appointment of a service provider for short-term comprehensive insurance for 36 months. Scope includes: 1) Asset insurance (Office/IT equipment, furniture, motor vehicles, buildings, business interruption, Sasria). 2) Liability cover (Public, Employer, Professional Indemnity, Directors and Officers, Cyber Risk). 3) Services: Roadside assistance, claims management (7-14 day turnaround), and quarterly reporting.

Proposals must include a fixed combined cost of premiums in ZAR (inclusive of VAT), quoted monthly and annually. All fixed or variable costs, including excess and claim preparation costs, must be disclosed. Bids must be valid for 120 days. No escalator clauses are permitted.

Mandatory requirements: 1) CSD registration. 2) Valid registration for Financial Services and Short-Term Insurance. 3) Completed SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), SBD 8 (Declaration of past SCM practices), and SBD 9 (Certificate of Independent Bid Determination). 4) Tax compliance (SARS PIN or CSD number). 5) Proof of authority to sign the bid.
