Manufacturing, supply, and delivery of traffic officer uniforms (36-Month contract)

Submit in a sealed envelope clearly marked with the Bid Number (SCMU10-21/22-0004) and the nature of the service. Deposit in the bid box at C Block Foyer, Old Stellenbosch Park Building, Department of Transport, Flemming Street, King William’s Town, 5601. Late, faxed, or emailed bids will be rejected. All bid forms must be completed in black ink; corrections must be initialed. Do not unbind or tamper with the document.

Evaluation follows the 80/20 preference point system (80 for price, 20 for B-BBEE status). Bidders without a valid B-BBEE certificate or sworn affidavit will score zero for B-BBEE points. The department reserves the right to reject any or all bids and does not bind itself to the lowest bid.

The contract is for the manufacturing, supply, and delivery of traffic officer uniforms for 36 months. Requirements include: Category 1 (Combat Uniform/Field Dress: shirts, trousers, jackets, combat t-shirts) and Category 2 (Accessories: SABS-approved combat boots and shoes, baseball caps with rank-specific embroidery, formal caps, belts, ties/cravats, and rank-specific epaulettes/gorgets). All items must meet specific material compositions (e.g., 50/50 poly-cotton, 100% cotton) and design standards as detailed in the terms of reference.

Pricing must be inclusive of VAT and in accordance with current labour rates. Bidders must provide proof of liability coverage to the value of R1 million. Defaulting on the contract after acceptance may result in liability for additional expenses incurred by the department.

Mandatory requirements: 1) CSD Registration Report (dated within 10 days of closing), 2) Tax Compliance Status PIN, 3) Completed/signed SBD 1, 4, 6.1, 6.2, 8, and 9, 4) Proof of UIF, 5) Proof of workmen’s compensation, 6) Proof of R1 million liability coverage. For JVs, each party must provide a valid tax certificate and letter of good standing. B-BBEE status must be substantiated by an original/valid certificate or sworn affidavit.
