Non-compliance results in elimination. Functionality is then scored out of 100 per category, with a minimum threshold of 70 points. Bidders scoring below 70 are disqualified. Stage 2: Preference points are awarded under the 90/10 system (0 points for price, 10 points for B-BBEE). To qualify for B-BBEE points, submit a valid SANAS-accredited B-BBEE certificate or a Sworn Affidavit attested by a Commissioner of Oaths.

Scope of work includes: 1) Compiling Annual Financial Statements in accordance with legislative frameworks (e.g., South African Schools Act, Sections 42 and 43), including verification, adjustments, and performance analysis. 2) Conducting financial regularity and performance audits, including risk assessment, compliance verification, and assurance on financial statements. 3) Providing coaching, training, and advisory services to improve financial management and governance, including skill transfer. 4) Assisting schools in developing, implementing, and monitoring internal controls aligned with Auditor General principles. Bidders must indicate their preferred category(ies) and provide CVs of personnel with valid professional accreditations (e.g., SAICA, SAIPA, IRBA, ACCA, IAC, CACA, CIMA, CFA(SA), SAIBA, ICSA). For Category A, personnel must demonstrate experience in accounting/bookkeeping (5+ years for Project Director preferred).
