Late, incomplete, or emailed/faxed submissions will be rejected. Evaluation follows the 90/10 preference point system: 90 points for price, 10 points for B-BBEE status level of contribution. Bids are ranked from highest to lowest total points. The bidder with the highest total points wins, unless compelling reasons exist otherwise. B-BBEE points are awarded per the Preferential Procurement Regulations 2011 table (e.g., Level 1 = 10 points, Level 2 = 9 points, etc.). Non-responsive bids (incomplete, unsigned, or materially deviating) will be rejected. Arithmetical errors will be corrected per standard rules (e.g., words govern over figures). Quality (functionality) is defined as the totality of features satisfying stated or implied needs.

Scope: Construction of paved roads in Daggakraal Ward 11. Bidders must have management and supervisory staff satisfying labour-intensive competencies for supervisory and management roles. Refer to Part C3 (Scope of Work) and Part C4 (Site Information) in the tender documents for detailed specifications. The Standard Conditions of Bid (Annex F of CIDB Standard for Uniformity in Construction Procurement) apply. Site information is provided in Part C4 of the tender documents.

Pricing must follow C2.1 Pricing Instructions and C2.2 Activity Schedule or Bills of Quantities. Include all duties, taxes (except VAT), and levies applicable 14 days before the closing date. VAT must be shown separately. Prices must be fixed for the contract duration unless otherwise stated. Submit a Bid Bond (Form of Guarantee C1.3) if required. Payment terms and additional financial securities (bonds, guarantees, policies) are as per the conditions of contract identified in C1.2 Contract Data.

Mandatory: CIDB contractor grading of 1CE. Valid original tax clearance certificate (certified copies not accepted). Company registration certificate. Certified ID copies of shareholders/members/trustees. Valid B-BBEE certificate (from SANAS-accredited agency, IRBA-approved auditor, or Accounting Officer for EMEs). Proof of purchase of bid documents. Municipal statement on bidder’s rates and taxes. Joint ventures must submit a Certificate of Authority and notarized joint venture agreements. Subcontractors must be registered with NHBRC if constructing houses. No bids accepted from persons in the service of the state. Declaration of Interest (MBD4) must be completed.
