(2) 80/20 Preference Point System: 80 points for price (calculated as Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt = bid price, Pmin = lowest acceptable bid price), 20 points for BBBEE status. BBBEE points awarded per level: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0. EMEs must submit sworn affidavit for annual turnover and black ownership. Non-EME/QSEs must submit valid B-BBEE certificate from SANAS-accredited agency or IRBA-approved auditor. Highest total points wins. Ties broken by highest BBBEE points, then functionality (if applicable), then drawing of lots.
