Note: This is a prequalification stage. Pricing will be submitted later via e-auction for prequalified bidders only.

Evaluation is based on a weighted scoring system:

• Financial: 80%
• BBBEE: 20%

Non-compliance with mandatory tender returnables (e.g., missing BBBEE certificate) will result in a 0% score for BBBEE and disqualification.

Only prequalified tenderers will proceed to the e-auction stage for pricing submission. Eskom reserves the right to reject any or all offers.

Scope: Purchase and removal of 10 x scrap/damaged KVA transformers (total 989 KVA) from Hlanganani CNC.

Key requirements:

• Transformers were scrapped for not meeting Eskom requirements; disputes on condition after tender closing are not allowed.
• Bidders MUST inspect the transformers on-site prior to submission (no refunds or swaps).
• Compliance with Eskom safety rules: PPE (safety shoes, hard hats, reflector vests) is mandatory for site access.
• Adhere to Eskom site agent instructions for access, work, and sign-off.
• Littering prohibited; waste must be collected and removed (no rubble left on-site).
• Portable firefighting equipment required on-site during dismantling.
• Successful contractor is liable for oil spillage cleanup and rehabilitation.
• Work must comply with OHSA Act, Construction Regulations, Environmental Regulations, and Road Transport Act.
• Eskom permit required before work commencement; notify site agent upon completion for sign-off.

Environmental compliance:

• Must adhere to National Environmental Management Act, Atmospheric Pollution Prevention Act, Environment Conservation Act, Fencing Act, Hazardous Substances Act, Occupational Health and Safety Act, and National Water Act.
• Dust control, waste management, noise control, and water pollution prevention required.

Note: Equipment sold "voetstoots" (as-is) with no warranty or guarantee on condition.

Payment terms:

• Full purchase price (including VAT) must be paid in South African Rand into a South African bank account before goods can be removed.
• Payment must be made within 2 working days of notification of award.
• Collection only permitted after full payment and possession of a valid Eskom Sales Contract.
• VAT invoices will be issued on request.

Note: No pricing schedule is required at this stage (prequalification only). Pricing will be submitted via e-auction for prequalified bidders.

Mandatory compliance documents (submit at tender closing deadline):

• Valid Tax Clearance Certificate (in respect of tenders) from SARS.
• Valid BBBEE certificate.
• Recent National Treasury Central Supplier Database (CSD) Summary Report.
• Second-hand Goods Act certificate from SAPS/License.
• CSD registration number (e.g., MAAA).

Additional requirements:

• Bidders with existing/expired Eskom contracts in default or open non-conformances will be disqualified.
• Each consortium/sub-contractor member must submit a separate tax declaration.
• Non-compliance with mandatory documents results in disqualification and a 0% BBBEE score.
