Lease terms: 5-year minimum (with option for 7 or 9 years 11 months). Rental escalation: Annual, compounded at a specified rate. Tenant responsibilities: Water, electricity, sanitary services, refuse removal, domestic cleaning, consumables, internal maintenance (brake & pay rule), alarm/security system maintenance, replacement of light bulbs, furniture, office equipment, and appliances. Landlord responsibilities: Internal/external maintenance, garden maintenance, air conditioning, lift maintenance, floor covering, municipal rates, insurance, fire-fighting equipment, and replacement of light bulbs. Additional requirements: Tenant installation allowance (if applicable), three contactable references, and detailed breakdown of other charges. Contract must be signed by authorized representatives of both parties.

Pricing: Submit firm prices in ZAR (all applicable taxes included). Pricing schedule must cover Year 1 to Year 5 (and optionally Years 6-9). Include VAT at 15%. Delivery costs must be included in bid price. Payment terms: Monthly rental payments to landlord’s specified bank account. Escalation: Annual, compounded at the rate specified in the bid. For contracts exceeding R10 million with imported content, a performance guarantee to the DTI is required, along with a business concept and detailed business plans for approval. NIP obligations may apply if imported content meets thresholds (e.g., >= US$10 million).

Tax Compliance: Submit original, valid Tax Clearance Certificate (no copies) or TCS PIN via SARS eFiling (www.sars.gov.za). If no TCS PIN, provide CSD registration number. All consortia/joint ventures/sub-contractors must submit separate certificates. B-BBEE: Submit B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Minimum B-BBEE Level 4 required for points. Local Content: For designated sectors, comply with SATS 1286:2011 and submit Local Content Declaration (SBD 6.2) with stipulated minimum thresholds. SCM Practices: Submit SBD 8 (Declaration of Past SCM Practices) and SBD 9 (Certificate of Independent Bid Determination). Foreign suppliers: Must confirm residency, branch, or permanent establishment in RSA or provide proof of tax liability.
