Submit all tender returnables to [email protected] only. Email subject line must contain only 'OLT1259990' with no additional text or spaces. Maximum attachment size per email: 10MB. Ensure you receive a confirmation email; follow up immediately if not received. Clarifications must be sent in writing to [email protected]. Non-compliance with submission rules (e.g., wrong email, missing subject line, late submission) will result in disqualification. Mandatory returnables include: Integrity Pact Declaration, Technical Deviation Schedule (must be completed and signed, even if no deviations), SBD 6.1 Preference Points Claim Form, and SBD 6.2 (if applicable). Submit the entire RFQ documentation with unit prices indicated for each line item or 'no quote' where not applicable. Acceptance of Eskom’s General Conditions of Purchase is mandatory.

Evaluation for transactions above R30,000 (inclusive of VAT) up to R50M (inclusive of VAT): 80/20 Price and B-BBEE Preferential Point Scoring (PPPFA Regulations 2017). For transactions below R30,000: Price may be the sole criterion. Technical evaluation for this tender includes: Project Team with proven qualifications (15%), Quality Controlled Plan (10%), Method Statement (50%), Relevant Experience (15%), Project Plan (10%). Minimum technical threshold: 80%. Failure to meet the threshold will result in disqualification. Eskom reserves the right to negotiate with preferred bidders or award to a non-highest scorer based on objective criteria per PPPFA Section 2(1)(f).

Scope: Repair sinkhole at Lethabo Power Station as per attached scope of work. Mandatory site meeting attendance. Technical returnables: Project Team with proven qualifications, Quality Controlled Plan, Method Statement, Relevant Experience, and Project Plan. Environmental compliance required: Zero liquid effluent discharge, no chemical/oil/waste dumping, proper asbestos and hazardous substance handling, no on-site burning. Suppliers must comply with Eskom’s Life Saving Rules while on site.

Pricing must include unit prices for each line item or 'no quote' where not applicable. Indicate whether delivery charges are included. Specify discounts (trade/settlement), freight insurance, FOB value, and rate of exchange if applicable. Quotation validity period must be stated. Total tender price must be provided (excluding delivery and VAT, including delivery but excluding VAT, and including VAT). Prices must be fixed and firm unless stated otherwise.

Mandatory for all suppliers (except foreign suppliers): Registration on National Treasury Central Supplier Database (CSD) at tender response stage; provide CSD number with quote. Tax compliance: Submit CSD number, eFiling PIN, or copy of tax clearance certificate. Foreign suppliers: Complete SBD 1 (including Part B(3) if applicable) and submit tax compliance evidence if required. B-BBEE: Submit original or certified copy of valid B-BBEE certificate or sworn affidavit (for EME/QSE). Failure to submit B-BBEE certificate/affidavit by deadline results in zero B-BBEE score (if otherwise responsive) or disqualification if required for pre-qualification. At award stage, certified B-BBEE certificate/affidavit is mandatory for contract award. CIDB Grading: Estimated requirement of 2CE for this tender.
