Requirements: All returnable documents must be completed in full, signed, and submitted as original plus required copies. Seal packages as 'ORIGINAL' and 'COPY' with employer's address and tenderer's details. Do not alter tender documents except to correct employer errors. Proof of posting is not accepted as proof of delivery. Deadline: Tender offers must be received by 11h00 on Friday, 26 June 2026. Both hard copy and electronic submissions are mandatory; hard copy is the ruling version.

Evaluation method: 80/20 Price Preference Point System as per SCM Policy Section 52. Preference points and other evaluation requirements are detailed in Tender Data: C.3.11. Minimum requirements: CIDB contractor grading designation of 6 or higher in CE class. Additional criteria: Registration on Central Supplier Database (CSD), eThekwini Municipality Supplier Portal, valid tax compliance status, and no restrictions from doing business with the municipality. Joint ventures must submit separate documentation for each member. Non-responsive tenders will be rejected without correction.

Scope: 36-month area-based infrastructure repairs and maintenance contract for the South Region of eThekwini. Works include: upgrading and repair of stormwater and river infrastructure, stormwater pipes, culverts, gabion protection works along streams, kerb and channelling, concrete canals, weirs, and other related miscellaneous or emergency works. Contract is non-exclusive; work package orders will be issued at the employer’s discretion based on funding availability. No guarantee of quantum of works. Contractor must be capable of executing urgent/unscheduled projects without delay.

Pricing: Include all duties, taxes (excluding VAT), and levies applicable 14 days before closing. VAT must be shown separately as an addition to the tendered total. Rates and prices must be fixed for the contract duration unless otherwise provided in the contract conditions. Submit pricing in Rand. Payment terms: Payment Certificate and Signed/Stamped Completion Certificate issued by the employer. Tender validity period: 12 months after original expiry unless otherwise notified. Audited financial statements required if tender value exceeds R10 million (incl. VAT). Submit via Returnable Form: MBD 5 and Returnable Form: Contracts awarded by Organs of State in the past 5 years.

CIDB: Minimum Grade 6 or higher, Class CE (or higher). B-BBEE: Valid B-BBEE certificate required; status will be verified via the National Treasury Central Supplier Database (CSD). Tax Compliance: Valid Tax Compliance Status PIN required for each entity (or each JV member). CSD Registration: Mandatory for all tenderers; data must be up-to-date and accurately reflect the tendering entity. Municipal Rates/Taxes: Must certify no undisputed commitments for municipal services; cannot be in arrears unless a formal agreement is in place at tender closing (Returnable Form: Declaration of Municipal Fees). Joint Ventures: Each JV member must submit separate Tax Compliance PINs, meet individual documentation requirements, and provide proof of JV formalisation via Returnable Form: Joint Venture Agreements. eThekwini Supplier Portal: Registration required prior to submission. Contracts awarded in past 5 years: Must be listed, including details of any material non-compliance or disputes (Returnable Form: MBD 5).
