Submit proposals in two sealed envelopes: Envelope 1 (Technical Tender Response: hard copy + USB) and Envelope 2 (Commercial Tender Response: hard copy + USB). Mandatory returnable documents include: Tax Clearance Certificate, CSD Registration, COID Letter of Good Standing, Safety/Health/Environment/Quality Plan, SBD 6.1 (B-BBEE Claim Form), SBD 4 (Declaration of Interest), SBD 8 (Past SCM Practices), SBD 9 (Independent Bid Determination), and signed certificates of acquaintance with RFP and General Tender Conditions. All documents must remain valid for the contract duration. Ensure all returnable schedules (Parts 5-11, Annexures A-D) are completed and submitted.

Evaluation follows a 4-stage process: (1) Administrative and substantive responsiveness (mandatory pass for all returnable documents and compliance with scope). (2) Technical/Functionality evaluation with a minimum threshold of 70%. (3) Weighted scoring: Price (80 points) and B-BBEE (20 points) under the 80/20 system. (4) Post-tender negotiations (if applicable) with shortlisted tenderers. Final award is to the highest scorer unless objective criteria justify otherwise. Pricing must be in ZAR, inclusive of VAT, fixed for 12 months, and valid for 120 days from closing date. B-BBEE preference points are awarded per Annexure A; failure to submit a valid B-BBEE certificate results in zero points for B-BBEE.

Supply a 36-month industry data subscription/market intelligence service focused on crude oil and petrochemical energy markets. Scope includes: real-time commodity news and alerts, pricing assessments, market reports/analytics, industry trends, research/outlooks/forecasts, maps/geospatial data (vessel tracking, freight pricing), commodity fundamentals, macroeconomic analysis, risk analysis (country risk profiling), and market-specific technology information. Deliverables: direct access to a database/portal for ≥10 users, direct access to analysts, and regular reports (daily/monthly/quarterly/annually) covering local/regional/global markets. Service levels: 95% compliance with scope, on-time deliverables, and dedicated account representative. Provider must guarantee continuity and quality of service.

Pricing must be quoted in South African Rand (ZAR), inclusive of VAT, and remain fixed for 12 months. Proposals must include a cost price adjustment table for subsequent periods. Prices must be held valid for 120 days from the closing date. Submit pricing strictly in the provided schedule format; deviations may result in disqualification. Discounted prices are only considered if unconditional. Payment terms: fixed price offers in ZAR; overseas remittance requires exchange rate details (SARB rate 7 days before closing date) and beneficiary information.

Mandatory compliance: Valid Tax Clearance Certificate, CSD Registration, COID Letter of Good Standing, and B-BBEE certificate (original or certified copy). Joint ventures/consortiums must submit a signed agreement or written confirmation of intent, including percentage splits and responsibilities. Subcontracting >25% of contract value requires subcontractor B-BBEE status to match or exceed the tenderer’s status, unless the subcontractor is an EME. Submit Annexure A (B-BBEE Preference Points Claim Form) with proof of B-BBEE status. Failure to submit valid B-BBEE documentation results in zero points for B-BBEE. Declare any serious breach of law (e.g., Competition Act) in the past 5 years in Part 10 (Breach of Law Form). Compliance with all applicable laws and regulations is required.
