• Required returnable documents (see T2.1): Form of Offer and Acceptance (C1.1), Contract Data (C1.2), Preliminaries/Bills of Quantities/Final Summary (C2.2), schedules of key personnel (Contracts Manager, Construction Manager/Supervisor, SHEQ Officer), Bank Rating, audited financial statements, CIDB grading certificate, Letter of Good Standing, references, functionality claim, BBBEE certificate/affidavit, CSD registration proof, compulsory briefing session certificate, etc.
• All documents must be completed in non‑erasable black ink, signed by an authorised signatory, and accompanied by required certificates (B‑BBEE, CIDB, tax compliance, etc.).
• Failure to provide any required returnable document or to attend the briefing session will result in non‑responsiveness.

• Evaluation follows Method 2: Price and Preference (90 points for price, 10 points for preference).
• Stage 1 – Functionality (max 100 points). Minimum threshold: 75 points overall and at least 50 % per sub‑section.

– Key Personnel (Contracts Manager 25 pts, Construction Manager 15 pts, SHEQ Officer 10 pts).

– Experience (50 pts).

• Stage 2 – Price: points calculated using Ps = 90 [1 − (Pt − Pmin)/Pmin] where Pt is the tender price and Pmin the lowest acceptable price.
• Preference points (max 10) awarded based on B‑BBEE status level (Level 1 = 10 pts, Level 2 = 9 pts, …, Non‑compliant = 0).
• Bidders must meet all minimum eligibility criteria (CIDB 9GB grading, 100 % local steel content, bank rating Code C, tax compliance, etc.) or will be deemed non‑responsive.

Scope: Construction of Phase 1 Training Academy Centre of Excellence (Pretoria West).

Key deliverables: civil works, structural steel, electrical installations, plumbing, valves, actuators, solar water‑heating system, roof and cladding, etc.

Local content requirement: 100 % of steel products/components must be locally produced/manufactured; any deviation requires DTI exemption.

Eligibility: CIDB registration with a grading equal to or higher than 9GB (based on tender value or Regulation 25 (1B)/(7A)). Joint ventures must have all members CIDB‑registered, lead partner graded 9GB, and a signed JV agreement.

Key personnel required (with qualifications and experience as detailed in clauses C.2.1.4‑C.2.1.6) – Contracts Manager, Construction Manager/Supervisor, SHEQ Officer – CVs and certified qualifications must be submitted.

Health & safety: compliance with Project‑Specific H&S Specification (C3.2) and Occupational Health & Safety Act/Construction Regulations.

Sub‑contracting: minimum 30 % of contract value must be subcontracted to EME/QSE enterprises.

Site access and inspections as per clause C.2.19.

• Pricing to be submitted as per Part C2 (Pricing Instructions) – include all assumptions, unit rates and a 5 % contingency for alternative offers.
• Bank rating required (minimum Code C) from a recognised financial institution, not older than 3 months at closing.
• Audited financial statements for the last two years must be submitted.
• No deposit required for document collection.
• Payment terms will be as per the JBCC contract (Edition 4.1, Code 2101) referenced in the tender.
• Tender offer validity: 120 days.
• Any alternative tender must include detailed calculations and a 5 % additional amount for design verification.

• CIDB registration and 9GB grading (or higher) – proof of active status required.
• B‑BBEE status certificate or sworn affidavit (Level 1‑8) – points awarded per preference schedule.
• Tax compliance: proof of registration with SARS and clearance via Centralised Supplier Database (CSD) or eFiling; seven working days to rectify non‑compliance.
• Letter of Good Standing (COIDA) and Letter of Good Standing from the Compensation Commissioner.
• Registration on Centralised Supplier Database (CSD) – proof required.
• Local content declaration for steel (100 % local) – signed and submitted.
• Completion of Compulsory Enterprise Questionnaire.
• No listing on Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act) or Database of Restricted Suppliers.
• Submission of certified copies of key personnel qualifications (≤ 3 months old).
• Submission of CIDB grading certificate, bank rating, audited financial statements, and references.
• Compliance with Occupational Health & Safety Act and Construction Regulations.
• Sub‑contracting minimum 30 % to EME/QSEs as per B‑BBEE requirements.
