Submission Guidelines
Source: Annexure F - Transnet General Bid Conditions_April 2020_v1.pdfSubmit bids in a sealed envelope with the bid number and subject marked on the front, and your return address on the reverse. Deliver before the closing date and time—late bids are disqualified. Complete all bid documents in full, legibly, in non-erasable ink. Use only official Transnet bid forms; non-compliance may disqualify your bid. If space is insufficient, submit additional info on company letterhead, cross-referenced in the RFX. Mandatory returnable documents must be included—failure to submit these disqualifies your bid. Other missing documents may also lead to disqualification. Alterations to bid prices must be initialled by the signer. Samples, if required, must be marked with your name, address, bid number, and item number, and arrive by the closing date. Foreign bidders must submit bids in the name of their principals and provide a Power of Attorney if acting as an agent. Unauthorised communication about bids after closing may disqualify your bid.
Technical Specifications
Source: Annexure F - Transnet General Bid Conditions_April 2020_v1.pdfSupply new (unused, not second-hand or reconditioned) goods as specified in the bid documents. Prices for local supplies (manufactured/produced/assembled in SA or imported supplies held in SA) must be quoted on a 'Delivered RSA named destination' basis. Prices for imported supplies must be quoted on a 'Delivered Duty Paid (ICC Incoterms 2010)' basis to the end destination in SA, unless otherwise specified. Lead times must include all non-working days, holidays, and typical operational downtimes. Contract quantities are estimates; Transnet is not obligated to purchase definitive amounts but reserves the right to order as needed. Emergency demands may require short-notice delivery—failure to meet these may allow Transnet to source elsewhere. Delete items not tendered for or priced elsewhere in the bid. For foreign specifications (non-British/American), submit translated copies and detail any departures/variations in a covering letter—non-compliance may disqualify.
Financial Requirements
Source: Annexure F - Transnet General Bid Conditions_April 2020_v1.pdfQuote all prices in South African Rand (ZAR) unless the RFP explicitly permits otherwise. Prices subject to confirmation will not be considered. Firm prices for the contract duration are preferred. VAT must be excluded from local supply prices and shown separately on the tax invoice at the standard rate. For foreign services, VAT applies only to the local portion (commission) and must be shown separately. Payment terms are governed by the Terms and Conditions of Contract. Alternative payment/financing proposals may be submitted but must include full details and financial merits. Conditional discounts (e.g., for early payment) are calculated from the date Transnet receives your correct month-end statement and tax invoice. Advance payments may require a guarantee. Foreign currency payments require South African Reserve Bank approval. Transnet prefers Rand-based agreements and may request forward exchange cover for foreign currency portions. No price adjustments will be recognised if increases arise after the delivery date.
Compliance Requirements
Source: Annexure F - Transnet General Bid Conditions_April 2020_v1.pdfSubmit all mandatory returnable documents—failure to do so disqualifies your bid. Missing non-mandatory documents may also lead to disqualification. If your company is a company, list all directors' full names in the bid. For close corporations, list all members' full names. For partnerships or individuals trading under a trade name, provide full names of partners or the individual. Foreign bidders must provide a Power of Attorney from their principals, complying with Rule 63 of the Uniform Rules of Court, signed under the same title as in the bid documents. The Power of Attorney must authorise the SA representative to sign contracts and choose a domicilium citandi et executandi. If payment is to be made in SA, specify whether funds should be transferred to the foreign supplier’s SA bank account or the SA agent’s account, including bank details. Successful bidders must provide security (e.g., Deed of Suretyship from an approved SA financial institution) within 30 days of acceptance—failure may result in contract cancellation. No business will be awarded to bidders listed on National Treasury’s Register of Tender Defaulters or List of Restricted Suppliers. Ensure compliance with the Value-Added Tax Act and provide pro-forma/tax invoices if requested.
