Submit bids in a sealed envelope marked with bid number (CoGTA (T) 01/2021), description, and closing date. Evaluation follows the Preferential Procurement Policy Framework Act, 2000 and Regulations, 2017. Bids are subject to functionality and price evaluation. Preference points for B-BBEE: Submit a valid B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs/QSEs) to qualify. Consolidated B-BBEE Certificate required for consortia/joint ventures. Points are awarded based on B-BBEE level. Additional preference points may apply as per SBD 6.1. Bids may be disqualified for misrepresentation of information to claim points. Evaluation includes verification of references and compliance with tax, CSD, and other administrative requirements.

Appointment of a Non-Profit Organization (NPO) to implement the Community Work Programme (CWP) for 12 months. Scope includes delivering CWP services as defined in the Terms of Reference (Part 3 of bid document). Submit pricing on the Pricing Schedule – Services (SBD 3.3) form (Part 3 – Schedule C). Pricing must be inclusive of VAT. Provide transparency in pricing approach by completing all aspects of the Pricing Schedule. Payment terms and guarantees (if any) are subject to the General Conditions of Contract (GCC) and Special Conditions of Contract (Schedule B). Bid validity period: 120 calendar days from closing date.

Mandatory: CSD registration (provide CSD Supplier Number and Unique Registration Reference Number; attach CSD registration report). Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate. For consortia/joint ventures, each party must submit separate TCS/CSD details. B-BBEE: Submit valid B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs/QSEs) to qualify for preference points. No bids accepted from persons in the service of the state or entities with directors/members in the service of the state. Foreign suppliers: Complete questionnaire to confirm RSA residency/branch/permanent establishment status. If no RSA presence, TCS PIN not required. Proof of authority to sign (e.g., company resolution) must be submitted for companies/partnerships. All forms (SBD 1, SBD 4, SBD 6.1, SBD 8, SBD 9) must be completed and signed in original ink.
