Submit a sealed tender document in an envelope marked with the project name and number (LIM473/MARISHANE AND TLAME-ELECT/21/22/033). Late, faxed, or emailed submissions will not be accepted. Bids must include: fully completed and signed Form of Offer and Acceptance (C1.1), Bills of Quantity, and all returnable documents (PART T2). All pages must be initialed and signed by an authorized company director or representative. Joint ventures must submit separate CSD reports for each company. No two-envelope system is used. Bids must be submitted as a whole (not in parts). Proof of posting is not accepted as proof of delivery. Bidders may not contact the municipality from submission to contract award. Any attempt to influence evaluation or award decisions may result in disqualification.

Evaluation follows the Preferential Procurement Policy Framework Act (Act 5/2000) and revised procurement regulations (April 2017). Bids are first evaluated for functionality. Only bids meeting the minimum functionality score proceed to the 80/20 point system: 80 points for price (lowest price scores highest) and 20 points for B-BBEE compliance. The municipality is not obligated to accept the lowest bid. Arithmetical errors in pricing will be corrected by the municipality (rates govern over totals). Bids with material deviations, omissions, or errors will be rejected. The bidder must accept corrections to arithmetical errors or risk rejection.

Scope: Turnkey contract for the electrification of households at Marishane and Tlame villages, including design phase to commissioning phase. The bidding entity must be the same entity that executes the project. Fronting for another entity will result in immediate disqualification. Project duration: 7 months after contract signing. Bidders must adhere to all COVID-19 legislative protocols during implementation. The municipality reserves the right to revise abnormal or irregular prices to market-related rates during implementation. The bid amount on the Form of Offer will be considered the final cost of works.

Pricing must be in South African Rand, fixed for the contract duration, and inclusive of all duties, taxes, VAT, and levies applicable 14 days before the closing date. Rates and prices must be market-related and competitive. The municipality may request written evidence of financial, labor, and other resources to ensure adequacy for contract execution. The employer reserves the right to conduct financial investigations via chartered accountants or auditors. Bidders must complete the Form of Offer and Acceptance (C1.1) and Bills of Quantity. If requested, submit securities, bonds, guarantees, or insurance certificates before contract formation. Payment terms: payable after delivery, subject to inspection by the employer.

Mandatory documents to attach (failure to submit any will disqualify the bid): Valid CSD registration report (verified between advert and closing date). Tax compliance status PIN or valid tax clearance certificate. Municipal rates and taxes statement (company or directors) proving no arrears >3 months. If renting, submit lease agreement and owner’s municipal rates proof (no arrears >3 months). Letter of Good Standing from Department of Labour (COIDA). CIDB Grading: 3EP or higher (consolidated CIDB for joint ventures). Occupational Health and Safety letter (Electrical Installation Regulation 6(4)). Professional Indemnity Insurance for the Design Engineer’s company. Installation Electrician Certificate / Three-Phase Wireman’s License / Master Electrician License. Proof of ECSA registration for the Design Engineer. Joint venture/consortium agreements (if applicable). Submit documents A-E for each company in a joint venture. B-BBEE compliance is required for the 20-point allocation in evaluation.
