• Submit the bid in a sealed envelope clearly marked with the bid number (EAM 09-2020/21) and bidder details.
• Deliver the envelope to the Procurement Advice Centre, C De Wet Centre, 175 Es’kia Mphahlele Drive, Pretoria West 0183 (the tender box) no later than 10:00 hrs on 29 June 2021.
• Late submissions will be rejected.
• All required returnable documents must be included (see list of returnable documents in the tender – company registration, rates & taxes or lease agreement, clearance certificate/PIN, B‑BBEE certificate, CSD summary report, certificate of authority for signatory, declaration of interest, preference‑points claim form, contract form, declaration of past SCM practice, certificate of independent bid determination, etc.).
• Bidders must be registered on the Central Supplier Database (CSD) and provide their CSD number; a CSD number is a mandatory pre‑qualification.
• Use only black ink; pencil or coloured ink will lead to disqualification.
• No briefing sessions are scheduled – direct any enquiries to the contacts listed.
• Bids will be deemed invalid if any pages are missing, if the bidder has been a defaulter, is in the service of the State, or has attempted to influence the evaluation.

• Evaluation is conducted in three stages:

1. Administrative Compliance – verification that all returnable documents are complete and the bidder meets the peremptory requirements (CSD registration, tax compliance, B‑BBEE certificate, etc.).
2. Functionality Criteria – bidders must achieve a minimum of 70 points out of 100. Points are allocated as follows:

• Completed similar projects (5 – 1 points based on number of projects and reference letters).
• Qualification of the team leader/project manager (up to 15 points).
• Relevant experience of the team leader in biodiversity studies, especially Juliana Golden Mole (up to 20 points).
• Local Economic Participation (service‑provider utility bill, rates & taxes or lease agreement) (up to 15 points).

3. Preference Points System – 80 % of the total score is based on price, 20 % on B‑BBEE status (certified copy required). The 80/20 point split applies (bid value < R50 million).

• The highest total score wins. If scores are equal, the bidder with the higher B‑BBEE points is preferred.
• All pricing information in the Bill of Quantity is compulsory and will be used for scoring.

Scope of work is divided into three phases over a three‑year period:

1. Phase 1 – Bronberg & Shere Ecological Management Plan – ecological assessment, master conservation plan, public consultation, mapping of Juliana Golden Mole distribution and habitat, GIS layer development.
2. Phase 2 – Bioregional Plan Implementation Strategies – update GIS of critical biodiversity areas, verify ownership (municipal & private), classify transformed areas, develop action plans, quantify monetary value of CBAs, propose land‑use incentives (co‑management, tax rebates, green servitudes, conservation easements, etc.), conduct cost‑benefit analysis, and run a public participation process.
3. Phase 3 – Review of 2011 Bioregional Plan – update GIS layers, repeat public participation, compile participation report, produce an updated BP report.

Deliverables include detailed reports for each phase, GIS maps, funding and incentive analysis, cost‑benefit analysis, stakeholder engagement reports, and a consolidated implementation‑strategy document.

All work must comply with the National Environmental Management: Biodiversity Act 2004 and related guidelines.

• Provide a pricing schedule for each phase (firm prices only; non‑firm prices will not be accepted).
• Prices must be quoted in South African Rand, inclusive of all applicable taxes (VAT 15 %).
• The pricing table must include quantity, description, unit price and total price for Phase 1, Phase 2 and Phase 3.
• The bid must remain valid for 90 days after the closing date.
• No performance bond or guarantee is expressly required in the extracted text; if later requested, it will be stipulated in the contract form (MBD 7.2).

• CSD registration – mandatory; provide CSD number.
• Tax compliance – submit Tax Compliance Status (TCS) certificate or SARS PIN; if no TCS, a CSD number suffices.
• B‑BBEE – certified B‑BBEE level rating certificate required to claim the 20 preference points.
• Company registration – certified copy of registration certificate.
• Rates & taxes or lease agreement – attach latest utility bill or lease.
• Clearance certificate / PIN – required.
• BBBEE certificate – as above.
• CSD summary report – required.
• Disqualification triggers – missing pages, pencil entries, late submission, prior poor performance, being in the service of the State, inclusion on the Register of Bid Defaulters, abuse of the City’s SCM system, incomplete/false declaration of independent bid determination.
