Stage 1 – Administrative compliance (check that all returnable documents are complete, signed, and submitted in black ink).

Stage 2 – Local‑content and production percentages (steel 100 %, cables 90 %).

Stage 3 – Mandatory technical compliance (type‑test certificates from SANAS/IEC accredited lab, completed Schedule B, adherence to standards listed).

Stage 4 – Sample evaluation (prototype testing at City’s site: communication with existing system, telemetry, remote opening, NFC key programming, override key, battery backup, alarm reporting).

Stage 5 – Preference point system (90 points for price, 10 points for B‑BBEE level – submit certified B‑BBEE certificate).

Any failure in the above stages results in immediate disqualification.

Scope: supply, delivery, off‑loading, installation, commissioning and 12‑month maintenance of low‑voltage mild‑steel Service Distribution Boxes (SDB) for underground networks (three‑phase, twelve‑way, six‑way and three‑way configurations).

Key deliverables:

• SDBs painted powder‑coated Avocado Green (SANS 1091) with anti‑corrosive, dust‑proof, fire‑proof, vermin‑proof construction.
• Pre‑wired for NRS 056‑3:2014 meters; two‑door compartments (metering & bus‑bar); slam‑lock doors with remote electromechanical operation.
• Integrated electronics & software meeting listed functions (NFC access, event logging, GPS, battery monitoring, remote open/close, alarm generation, SIM slot, override key).
• Prototype sample and test certificates from SANAS/IEC accredited lab required before mass production.
• Delivery within 60 days of official purchase order; provide batch certificates, powder‑coating confirmation, serial numbers.
• Maintenance includes lock mechanism, electronics, battery, server/software updates, and 21 personnel training.
• Guarantee period: 12 months on goods.

Pricing must be submitted on the prescribed pricing schedule (all items priced, otherwise bid is non‑responsive).

Delivery timeline of 60 days is a contractual condition (GCC clause 22).
