Scope of work (three‑month engagement):

Part A – Development Project Implementation Business Processes Review:

• Document and map current project management processes and controls.
• Assess adequacy of processes, identify bottlenecks and inefficiencies.
• Evaluate resource utilisation (people and IT systems).
• Provide practical recommendations and revised process flows with controls aligned to best practice.

Part B – Audit of Development Projects:

• Review effectiveness of processes and controls across project planning, execution and closure for projects in FY 2019/20‑2020/21 and those closed in FY 2020/21.
• Verify compliance with delegations of authority, project sign‑off, work‑package authorisation, schedule management, budget monitoring, cost overruns, quality management, change control, progress reporting, risk management, stakeholder management, lessons learned and benefits realisation.
• Assess project hand‑over and service provider performance management.

Deliverables:

• Detailed methodology and approach statement.
• Weekly progress reports to the Chief Audit Executive.
• Final report to the JDA Executive Committee and Audit & Risk Committee.
• All documentation remains JDA property.

Required capacity:

• Demonstrated experience in internal audit of public‑sector projects and data extraction/analysis.
• Qualified personnel with relevant audit qualifications and professional registrations.
• Ability to meet stringent timeframes.

• Pricing must be shown on the “Offer” page as total bid price (excluding VAT) and in words.
• Fee proposal must include all reasonable disbursements (typing, reproduction, binding, telecom, courier, local travel, etc.).
