Evaluation is in two phases: Phase 1 (Mandatory Requirements) - Must have: 1) Completed at least three General Building projects of any value (attach completion certificates or client confirmation). 2) Valid CIDB registration as Grade 2 or higher in General Building (GB) class (attach CIDB certificate; JV requires CIDB JV certificate). Failure on either = immediate disqualification. Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified. Phase 2 (Price and Preference Points) - Uses the 80/20 preference point system (for bids ≤ R50M). Price = 80 points (lowest acceptable bid scores highest). B-BBEE Status Level = 20 points (see table: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0). Proof of B-BBEE status must be submitted; failure to submit = 0 points for B-BBEE.

Scope: Refurbishment of Hobhouse Doctors Consulting Room (DCR), Free State. Key works: 1) Install a 'curtain drain' along the building (pump house side) to address water saturation and protect foundations, including drainage channels and infrastructure to collect/convey/discharge water. 2) Refurbishment: painting, ceiling replacement/repair, floor finish upgrades. 3) Electrical works: full compliance with SANS 10142-1 and other applicable standards, including distribution board upgrades, rewiring, and Certificate of Compliance (CoC). Deliverables: Full compliance with project specifications, SANS standards, and quality assurance certificates. Contractor must provide all labour, materials, plant, and transport. Works must meet civil engineering standards and regulatory requirements.

Pricing: Must price all items in the Bill of Quantities (Annexure A). Contingency allowance of 15% is included. Payment terms: No upfront deposits or advance payments. Payment is made for work done, conditional on: 1) Goods/services received in good condition, 2) Quantities verified, 3) All documentation submitted, 4) Delivery signed off by NDoH. National Treasury General Conditions of Contract apply. Contractor must include all costs for compliance (e.g., SANS upgrades) in the tender price.

Mandatory: 1) CIDB registration: Grade 2 or higher in General Building (GB) (attach valid CIDB certificate; JV requires CIDB JV certificate). 2) Tax Compliance: Valid Tax Compliance Status Pin. 3) Central Supplier Database: CSD Report/Number. 4) Company registration: Submit registration documents. 5) B-BBEE: Submit B-BBEE Status Level Certificate or Sworn Affidavit (SBD 6.1). 6) Experience: Proof of at least three completed General Building projects (any value) with completion certificates or client confirmation. 7) Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim Form). 8) Additional: Proof of active CIDB grading and list of completed similar projects.
