Evaluation stages: 1) Functionality (minimum 60 points required to proceed). Functionality criteria: Warranty and Maintenance (30 points: 2-year warranty on all machinery, availability of spare parts locally, service agreements for routine maintenance); Submission Requirements (40 points: detailed technical specifications, pricing breakdown including delivery costs, warranty and after-sales service details); Cost-effectiveness and value for money (30 points: technical compliance, supplier capacity for after-sales support, alignment with project sustainability goals). 2) 80/20 Preferential Point System: Price (80 points), Specific Goals (20 points). Only bids scoring ≥60 in functionality qualify for preferential evaluation. uMzinyathi District Development Agency is not bound to accept the lowest or any quote.

Supply and deliver working materials for Ssethembe Legal Project to Ssethembe Legacy Mhlangane Area, Tugela Ferry. Items and quantities: Mild steel flats (50x6x6m: 25 units; 50x4.5x6m: 25 units; 30x5x6m: 25 units); Round tubes (32x2x6m: 35 units; 25x1.6x6m: 25 units; 21x1.6x6m: 10 units); Cold-rolled sheets (2450x1225x1.0: 35 units; 2450x1225x0.80: 25 units); Square tubes (20x20x2.0: 10 units; 32x3x6: 15 units; 50x50x2.0: 6 units); Hot-rolled plate (2500x1200x10.0: 1 unit); Round mild steel (25mmx6m: 10 units; 20mmx6m: 8 units; 8mmx6m: 50 units); Consumables: Thinners (5L: 10 units), Weld rods (2.5mm, 5kg: 10 units), Cut discs (115mm S/S, 5-pack: 10 units; 1mm steel, 115mm each: 90 units). Delivery requirements: Direct delivery to site; delivery costs included in quotes; on-site installation and commissioning; training for Ssethembe staff. All goods must meet specified dimensions, standards, and be new/unused.

Pricing must be firm, inclusive of VAT, and valid for 120 days from offer date. Quotes must include delivery costs to Ssethembe Legacy Mhlangane Area, Tugela Ferry. Payment terms: Submit invoice with delivery note; payment within 30 days of invoice submission. Prices in South African Rand. Performance security (if awarded): Furnish within 30 days of contract award (bank guarantee, irrevocable letter of credit, or cashier’s cheque). Prices must remain valid for 30 days from closing date. No price adjustments unless authorized or for bid validity extension.
