Tender documents must be deposited in the tender box of uMzimkhulu Local Municipality, located at 169 Main Street, no later than 12:00 on 07 August 2026.

• Telegraphic, telephonic, facsimile, and late tenders will not be accepted.
• Tenders may only be submitted on the tender documentation provided by the municipality.
• Invalid or non-submission of required documents will lead to disqualification.
• Required returnable documents include:
• Proof of Central Supplier Database (CSD) registration.
• MBD 4, 8, 6.1, and 9 forms.
• Municipal rates and services certificate/billing for directors/owners/shareholders confirming no arrears for more than 90 days.
• Proof of company's office space or leased accommodation.
• Certificate of Authority to sign, duly signed and dated by the Board of Directors on company letterhead.
• Other documents as specified (e.g., marriage certificate if municipal account is under spouse).

Service providers must be registered on CSD; provide all mandatory documents; meet functionality threshold; team leader must have Town & Regional Planning qualification (NQF Level 7+); team member must have GIS qualification; SACPLAN registration is compulsory; specific goals points allocated based on South African ownership percentage (100% = 20 points).

The consultant is required for the development of Section 26 MSA (Act 32 of 2000) compliance, involving the development of a Spatial Development Plan (SDP) and review of the Spatial Development Framework (SDF) in terms of SPLUMA Act 16 of 2013.

• The service provider must have proven experience in strategy development projects (e.g., Integrated Development Plans, Spatial Development Frameworks).
• The team must include:
• A team leader with a Town and Regional Planning qualification (NQF Level 7 or above).
• A team member with a GIS qualification (NQF Level 6 or 7).
• Team members must be registered with the South African Council for Planners (SACPLAN) in a professional or technical capacity.
• The methodology must cover six phases:

1. Preparation and Inception.
2. Status Quo (Situational Analysis).
3. Policy Context, Vision, Directives, and Strategic Objectives.
4. Spatial Challenges & Opportunities and Spatial Proposals.
5. Implementation Framework and Advertising & Consolidation of Information.
6. Completion (Final SDF) and Implementation Plan.

The proposal must detail a six-phase methodology:

• Phase 1: Preparation and Inception (Inception Report).
• Phase 2: Status Quo (Situational Analysis Report).
• Phase 3: Policy Context, Vision, Directives, and Strategic Objectives.
• Phase 4: Spatial Challenges & Opportunities and Spatial Proposals.
• Phase 5: Implementation Framework and Advertising & Consolidation of Information.
• Phase 6: Completion (Final SDF) and Implementation Plan (Close Out Report).

The service provider must demonstrate:

• Relevant experience: Minimum of 3-6 completed strategy development projects (e.g., IDP, SDF, LED Strategy). Points awarded accordingly.
• Team expertise:
• Team leader with Town and Regional Planning qualification (NQF Level 7 or above).
• Team member with GIS qualification (NQF Level 6 or 7).
• Accreditation: Team member must be registered with SACPLAN (Professional or Technical).

• Price validity period: 180 days.
• Tender documents are available for a non-refundable fee of R 250 per document, payable at the municipal cashier or via bank guaranteed cheque.
• Municipal rates and services certificates must confirm no arrears for more than 90 days for directors/owners/shareholders.

• Mandatory registration on the Central Supplier Database (CSD) with proof attached.
• Submission of MBD 4, 8, 6.1, and 9 forms.
• B-BBEE Specific Goals (RDP Goals) points allocated based on South African citizen ownership percentage.
• Proof of company office space or leased accommodation.
• Certificate of Authority to sign documents, on company letterhead.
• Municipal rates clearance for directors/owners/shareholders.
• Other potential documents: marriage certificate if municipal account is under spouse.
