• Key deliverables involve coordination across multiple departments, donors, and the private sector, focusing on digital transformation programmes, interoperability projects, and data governance frameworks.
• The resource must have expertise in digital infrastructure concepts (e.g., X-Road), data exchange, and data governance.
• Required qualifications: Programme Coordinator with a qualification in Public Administration, Project Management, Economics, Computer Science, Data Science, ICT, or a related field.

• Individual Academic Qualifications: Programme Coordinator with qualification in Public Administration, Project Management, Economics, Computer Science, Data Science, ICT, or related field. Points: PhD (20), Masters (16), Honours (12), Degree (8), Diploma (4).
• Technical Skills/Experience Track Record (65 points):

• Company project list demonstrating experience in digital transformation programmes, interoperability projects, or data governance programmes, supported by client reference letters.
• Individual CV detailing technical experience in digital infrastructure concepts, data exchange, and data governance frameworks, with project titles, dates, descriptions, and specific roles.
• Individual CV showing years of experience in programme coordination/management across departments, donors, and private sector.

• DBSA disclaims liability for accuracy, currency, or completeness of information in the RFP.
• Bidders must promptly notify DBSA of any discrepancies, ambiguities, errors, or inconsistencies in the document.
• Corrections will be issued to all bidders without attribution.

• Two-envelope submission: Folder 2 for Price Proposal only.
• Pricing errors must be promptly notified to DBSA.
• Financial risk analysis may be performed on tendered rates; unduly high or low rates may lead to disqualification.

• Pricing must be submitted separately in Folder 2 (Price Proposal).
• All costing must be in South African Rand.
• Bidders must promptly notify DBSA of any pricing errors after submission (excluding clerical errors).
• Financial health of the bidder may be assessed, including ratios for accounts receivable & payable turnover, liquidity, and solvency.
• Unduly high or low tendered rates may lead to disqualification; a financial risk analysis will be performed using market averages and DBSA estimates.

• Mandatory registration with the National Treasury Central Supplier Database (CSD).
• Valid Tax PIN issued by SARS must be submitted.
• SANAS-accredited B-BBEE Certificate or affidavit (consolidated for consortia/JVs) is required. Non-submission scores 0 preference points.
• Compulsory documents include Annexure C (Tax Requirement), Annexure E (SBD6.1 B-BBEE Certificate), Annexure I (Proof of CSD Registration), Annexure S (COIDA), Annexure T (UIF), and Annexure U (Financial Standing).
• Bidders must comply with all applicable laws, including the Prevention and Combating of Corrupt Activities Act, 2004.
• Declaration of Default and Termination (Annexure N) must be completed and signed.

• Bids must remain open for acceptance for 120 days from closing time, extendable by mutual agreement.
• DBSA reserves rights to cancel, suspend, alter, or terminate the tendering process at its discretion.
• The successful bidder will be required to sign a service level agreement.
• General Conditions of Contract apply, as per Annexure H.

• Two-envelope system: Folder 1 for Qualifying Criteria and Functional Evaluation, Folder 2 for Price and Preferential Points.
• Functional evaluation scored out of 85 points, plus presentation out of 15 points. Minimum 70 points overall to proceed.
• Price scored out of 80 points, preferential points up to 20 based on B-BBEE status level.
