• Parcel B must include SBD 3.1 (Pricing Schedule), SBD 6.1 (Preference Points Claim Form), CSD Report, CIPC documents, shareholder certificates, ID copies of shareholders, and a valid B-BBEE Certificate or Sworn Affidavit (for EMEs/QSEs).
• Bids must be submitted by the closing date and time. Late bids will not be considered.

• Bidders bear all costs associated with bid preparation and submission; ATNS will not reimburse these costs.

Supplier must be registered on the National Treasury Central Supplier Database (CSD). Must have a valid SARS Tax Compliance Status. Must comply with all administrative requirements or risk rejection. Foreign suppliers must confirm tax liability status in RSA. The bidder (if a distributor/reseller) must provide valid OEM authorization. Persons in the service of the state are disqualified.

• Item: HP USB-C 65W Notebook Charger, with specifications: Power Output: 65W, Connector Type: USB Type-C, Input: 100-240V AC, 50–60Hz.
• Quantity: 40 units.
• Delivery Address: ATNS Head Office, Eastgate Office Park, Block C, South Boulevard Road, Bruma, Johannesburg, 2198, Gauteng.
• Objective: To appoint a supplier for the supply and delivery of laptop chargers.
• The bidder must ensure the product meets the specified requirements; deviations must be indicated.

• Complete SBD 3.1 Pricing Schedule fully, including item description, quantity (40), unit price, total price, VAT (15%), and grand total.
• All line items must be priced; incomplete schedules may render the bid non-responsive.
• Specify brand, model, country of origin, delivery period, and compliance with specifications.
• Include all delivery costs in the bid price for delivery to the prescribed destination.
• The bid price must include all applicable taxes as defined.

• Submit a fully completed SBD 3.1 Pricing Schedule with all line items priced, including unit price, total price, VAT (15%), and grand total.
• All costs (including delivery) must be included in the bid price; no separate reimbursements.
• The pricing schedule must be complete; omissions may render the bid non-responsive.
• Bids without a price or with incomplete pricing will be deemed non-responsive.
• The bid price must include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies).
• The bid must remain valid for 60 days from the closing date.

• Tax Compliance: Submit a valid SARS Tax Compliance Status PIN or printed TCS certificate. The PIN must remain valid for 60 days from submission. Alternatively, provide a CSD number if registered on the Central Supplier Database.
• Central Supplier Database (CSD): Registration on the CSD is mandatory. Submit proof of registration or application with the bid. No contract will be awarded to unregistered bidders.
• B-BBEE: Submit a valid B-BBEE Certificate or Sworn Affidavit (for EMEs/QSEs) to qualify for preference points.
• Company Documentation: Provide CIPC documents, shareholder certificates, and ID copies of shareholders.
• Declaration of Interest: Complete and sign the Declaration of Interest form; missing forms may render the bid non-responsive.
• SBD Forms: Complete and sign all required Standard Bidding Documents (SBD 1, SBD 3.1, SBD 4, SBD 6.1).
• Foreign Suppliers: If not resident in South Africa and without a branch, permanent establishment, source of income, or tax liability in RSA, tax compliance registration may not be required.

• Preference points are allocated for specific goals: 51% Black Owned suppliers (10 points) and 30% Black Woman Owned suppliers (10 points).
• Submit proof via CSD Report, CIPC documents, shareholder certificates, ID copies, and a valid B-BBEE Certificate or Sworn Affidavit.
• Claim points using SBD 6.1 (Preferential Points Claim Form).
• ATNS evaluates bids based on the Preferential Procurement Regulations, 2022.

• Negotiations may occur with one or more bidders but do not constitute a contract award.
• A contract is only concluded when reduced to writing and signed by both parties.
• Bidders must comply with all contractual conditions; non-compliance may lead to remedies under the General Conditions of Contract.
• Intellectual property and copyright of documentation belong to ATNS; disclosure requires written approval.
• The bidder warrants it can fulfil the agreement to ATNS's satisfaction.

• The RFQ contents are confidential and may not be disclosed without ATNS's written consent.
• ATNS reserves the right to reject any or all bids and to accept the bid most advantageous to the company.
• The procurement process may be postponed or cancelled at ATNS's discretion before contract award.
• Bidders must maintain confidentiality of bid information and limit its use to bid preparation.
• Fraud reporting is encouraged via the ATNS Fraud Hotline.

• Bids must remain valid for 60 days from submission; extensions may be requested.
