Two-phase evaluation: Phase 1 (Functionality/Technical) requires a minimum score of 70/100 to progress. Criteria and points: (i) Track record of preparing restated AFS audited by Top 5 firms with AGSA (20), (ii) Sufficient resources for queries/short-notice changes (10), (iii) Team includes a SAICA-registered CA (15), (iv) Track record of preparing CASEWARE AFS for a State-Owned Entity (15), (v) Minimum 5 years’ experience in preparing AFS (20), (vi) Ability to handle AG questions during 2025/2026 audit (20). Phase 2: 80/20 system—80 points for price, 20 points for B-BBEE status level (Level 1: 20, Level 2: 18, Level 3: 14, Level 4: 12, Level 5: 8, Level 6: 6, Level 7: 4, Level 8: 2, Non-compliant: 0).

Scope: (1) Prepare Consolidated Annual Financial Statements (AFS) for FY2025/2026 in CASEWARE according to IFRS Standards for Pelchem SOC Ltd and its four dormant subsidiaries. (2) Perform year-end tax calculations for FY2025/2026, including current and deferred tax, and maintain the Pelchem Tax Asset Register for FY2025. All deliverables must be completed by 30 April 2026. Quotation must include hours allocated for technical review.

Pricing must be fixed and firm, inclusive of all applicable taxes, freight, insurance, duties, and disbursements. Incomplete quotations may be disqualified. Payment terms will follow Necsa’s General Conditions of Purchase. Quotation validity: 90 days from closing date.

Required documents: Tax Clearance Certificate (SARS-issued Tax PIN), Declaration of Interest (SBD 4), B-BBEE Certificate or EME Affidavit, Letter of Good Standing (COID) if applicable. Failure to submit B-BBEE proof will result in zero preference points. Compliance with PPPFA 2022, Necsa’s General Conditions of Purchase, and GCC is mandatory.
