1. 1. Service provider required to render the following service: D & D liability

for the 2025/2026 Financial year.

SCOPE

You are required to determine and provide estimated future costs to

Decommission, Decontaminate and dismantle (D&D) for the chemical

manufacturing plants at Pelchem SOC Ltd for the year as indicated.

(i) Decommissioning:

Provide detailed methodology, assumptions procedures and estimates to make

the plant and equipment unfit for reuse for their designed function, considering

that this would be done in future years. It is envisaged that parts of the

decommissioned plant may be disposed of and the salvage value can be set off

against the cost of dismantling and decommissioning.

(ii) Dismantling:

Provide detailed methodology procedures and cost estimates of how much it

would cost to dismantle the manufacturing plant facility and its components.

In essence the provision / estimate should cover the following aspects:

• Project administrative costs

• Decommissioning

• Decontamination

• Dismantling of equipment excluding buildings

• Final production waste, treatment and disposal

• Other costs (detailed)

• Plant expected lifetime

• Future values

• Salvage values

• Net present value as of 31 March 2026

NB: All numbers must be supported by detailed calculations,

benchmarking references or actual data for the financial evaluation,

you must use the International Financial Reporting Standards

(IFRS) related to provisions, contingent liabilities and contingent

assets.

All previous audit findings will be shared to ensure all findings are

resolved.

2. 2. Assist with the development and writing of a D&D plan for

Pelchem SOC Ltd

SCOPE

(i) Based on International Best Practice, a

Decommissioning and Decontamination (D&D) plan is

necessary in the estimation of the D&D liability as it

provides the following (Inter alia):

• A strategy for the D&D phase

• A clear outlined methodology

• A sequence and schedule of activities that will

need to be undertaken during the D&D phase

• Detailed methods of decontamination as well as

alternative methods where relevant

• Detailed breakdown of assumptions, volumes

and tariffs applied as well as the basis for these
