• Stage 1: Administrative Responsiveness Test – Mandatory pre-qualifiers:

• Two-folder submission (Functionality + Pricing).
• Attendance register of Compulsory Briefing Session (22 May 2026).
• Proof of CSD registration or valid TCS PIN (7 working days allowed for submission).

Non-compliance results in immediate disqualification.

• Stage 2: Functional Evaluation – Minimum 70% threshold required to advance:

• Functional and Technical Evaluation (56/80 points minimum).
• Presentation (14/20 points minimum).
• Combined overall minimum score of 70% (functional + presentation) to proceed.

• Stage 3: Price and Preference Evaluation – Lowest price wins, subject to PPPFA regulations (80/20 or 90/10 system).
• Objective Criteria: DBSA may exclude bidders with 5 active awards of outstanding value or apply other risk-based criteria.

• Supply, implement, and support an off-the-shelf Business Process Modelling (BPM) and Analysis Solution.
• Scope of Work:

• Installation, configuration, and integration with existing DBSA systems.
• Testing, quality assurance, and solution architecture documentation.
• Training, knowledge transfer, and ongoing system support/maintenance.
• Process analytics, intelligence, diagnostics, and compliance (e.g., security, open standards).

• Deliverables:

• Detailed product roadmap including process mining, task mining, and process monitoring capabilities.
• Support services and maintenance strategy (remote/onsite, after-hours).
• Incident and service request resolution plan.

• Team Requirements:

• Multidisciplinary team with proven track record (minimum 3 contactable references for similar implementations in the last 5 years).
• Resource profiles (CVs) for assigned team members (max 4 pages per CV).

• Pricing must be submitted in Annexure A (Price Proposal Requirement) as part of Folder 2.
• Bids must remain open for acceptance for 120 days from closing date.
• Payment terms and financial guarantees (if any) to be specified in the bid.

• Mandatory CSD Registration: All South African bidders must be registered on the Central Supplier Database (CSD) and provide their CSD number.
• Tax Compliance: Valid Tax Compliance Status (TCS) PIN issued by SARS must be submitted. Alternatively, a printed TCS or CSD registration number may be provided.
• B-BBEE: Original and valid B-BBEE status level verification certificate or sworn affidavit required. Exempted Micro Enterprises (EMEs) with annual revenue ≤ ZAR10 million must submit a certificate from a registered auditor or accredited verification agency.
• Company Documentation: Certified copies of CIPC registration documents (listing all members with percentages) and latest share certificates (for companies).
• Consortia/Joint Ventures: Each member must submit separate proof of CSD registration, TCS PIN, and B-BBEE compliance.
• Foreign Bidders: Must disclose residency, branch, or permanent establishment status in South Africa. Tax compliance requirements may not apply if no RSA income source exists.
