Ezemvelo KZN Wildlife seeks to appoint an accredited competent training institution to conduct a snake awareness training course. Training staff must hold a minimum qualification in Snake Handling and have a background in practical components. The training facilitator must be proficient in English. The course must combine classroom and practical sessions. Training outcomes include venomous snake handling, snake awareness and handling, snake behaviour, snake biology and identification, snake myths, catching and releasing venomous snakes, and first aid for snake bites. The service provider must provide training materials including gaiters for each learner, ensure training is facilitated by suitable and qualified persons, and render the training course for two days. Training is required at twelve venues: South Coast-Mbumbazi, Vernon Crookes Nature Reserve, Umlalazi Nature Reserve, Eshowe, Ithala Game Reserve, Ndumo Game Reserve, Pongola Nature Reserve, Hluhluwe Imfolozi Park, Newcastle, Bergville, Himmeville, and Impendle.

The bid is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, 2022, the General Conditions of Contract (GCC), and any Special Conditions of Contract. The GCC will form part of all bid documents and may not be amended; Special Conditions of Contract, if applicable, supplement the GCC and prevail in case of conflict. The successful bidder will be required to fill in and sign a written contract form (SBD 7). The contract price will not vary from the quoted price except for price adjustments authorised in the SCC or a bid validity extension request. No variation or modification of contract terms is permitted except by written amendment signed by both parties. The supplier may not assign its obligations under the contract without the purchaser's consent. The supplier must indemnify the purchaser against third-party claims of infringement of patent, trademark, or industrial design rights. The supplier must not disclose contract documents or information without the purchaser's prior written consent. The purchaser may inspect and audit the supplier's records relating to contract performance. Performance security may be required within 30 days of contract award, in the amount specified in the SCC, in the form of a bank guarantee, irrevocable letter of credit, or cashier's/certified cheque. Payment will be made within 30 days of submission of a valid invoice, in Rand unless otherwise specified in the SCC. The supplier warrants goods are new and free from defects for 12 months after delivery or 18 months after shipment, whichever concludes earlier.

Mandatory requirements: The bidder must submit three (3) detailed CVs of personnel who have previously served as a Facilitator, Assessor, or Moderator in the delivery of awareness training programmes, and copies of relevant certificate(s) for each proposed individual in one or more of the following areas: Snake Identification, Snake Handling, or Snakebite Treatment. CVs and supporting certificates must relate to the same proposed personnel. Failure to submit both a CV and the required supporting certificate(s) for any proposed team member, or failure to submit three (3) suitably qualified personnel, will render the bid non-responsive and subject to disqualification.

The bid shall be evaluated in three phases. Phase 1: Administrative Compliance — entity must be registered on CSD, bidder must have made disclosures on SBD4, indicate enterprise status in authority to sign, bid documents properly received by closing time, tax compliance, each party in consortia/JV/subcontractors must submit separate TCS, bid document fully completed and signed, bidder not listed on Register of Tender Defaulters, not restricted from doing business with government, and compulsory briefing meeting attendance. Phase 2: Mandatory Requirements — submission of CVs and certificates as specified. Phase 3: Price and preference — 80/20 preference point system, 80 points for price and 20 for specific goals, points allocated based on percentage of ownership verified on CSD.
