• Evaluation occurs in two stages:

• Stage 1 (Mandatory Requirements): Bidders must comply with all mandatory requirements. Non-compliance results in immediate disqualification. Mandatory items include:
• Submission of a price quotation using the provided template.
• Compliance with minimum office space specifications (100m²–150m², commercial, modern, ground/1st floor, etc.).
• Submission of a building floor plan.
• Proof of tax compliance (verified via CSD or SARS e-filing).
• Proof of CSD registration.
• Completed SBD 4 (Disclosure Form) and SBD 6.1 (Preference Points Claim Form).
• Evidence of property ownership (with owner authorization if applicable).
• Stage 2 (Price and Specific Goals): Only bidders passing Stage 1 are evaluated on:
• Price (80 points under 80/20 system).
• Specific Goals (20 points): B-BBEE ownership (10 points for 51%+ black ownership, 10 points for 51%+ black women ownership).

• The 80/20 preference point system applies (PPPFA 2022).
• Land Bank may request outstanding essential documents during evaluation; failure to provide them within 5 working days renders the bid non-responsive.

• Location: Office space must be in Vredendal CBD or within a 2km radius, with good visibility from the main arterial road and easy accessibility.
• Size: 100m²–150m².
• Type: Commercial, modern corporate office space (ground or 1st floor only).
• Lease Term: 3 years with an option to renew for a further 2 years at Land Bank’s discretion.
• Parking: 4 secured, lockable covered bays + 2 visitor bays.
• Facilities: Fitted kitchen/pause area, filing/strong room, ablutions with disabled access.
• Infrastructure: Working HVAC (air-conditioning), fibre/network availability.
• Tenant Installation Allowance: Market-related allowance for fitting out; bidders must provide details.
• Land Bank may conduct site inspections to verify compliance with specifications.

• Evaluation follows the Preferential Procurement Regulations 2022.
• The 80/20 preference point system applies: 80 points for price, 20 points for specific goals (B-BBEE ownership).
• Bidders must complete SBD 6.1 in full to claim B-BBEE and subcontracting points.

Land Bank may conduct a site inspection to verify that the office space meets all minimum specified requirements, including size, facilities, infrastructure, and accessibility.

• Use the provided price schedule templates to quote for either:

• Option 1: 3-year lease + 2-year renewal option.
• Option 2: Straight 3-year lease.

• Include all cost components: basic rental (per m²), operating costs, taxes, parking fees, deposit, and total bid price (incl. VAT).
• Clearly separate VAT from all other costs.
• Prices must remain firm for the first 12 months; thereafter, increases are negotiable.
• Prices must be valid for 120 days and cover the full contract duration.

• Use the provided price schedule templates to quote for either:

• Option 1: 3-year lease + 2-year renewal option.
• Option 2: Straight 3-year lease.

• Pricing must include:

• Basic rental rates (per m²).
• Operating costs, taxes, and parking fees.
• Monthly and annual rentals (excl. VAT).
• Deposit amount.
• Total bid price for the lease period (incl. VAT).

• All prices must exclude VAT; VAT must be shown separately.
• Quoted prices remain firm for the first 12 months; thereafter, increases may apply but are negotiable.
• Land Bank will only pay for up to 150m²; excess space must be provided free and not priced.
• Prices must be valid for 120 days and cover the full contract duration, including provision for price increases.
• Clearly state the Tenant Installation Allowance (if any).
• Document all pricing assumptions, excluded costs, and estimated costs; no adjustments will be entertained later.

• Tax Compliance: Submit a valid Tax Compliance Status (TCS) PIN from SARS or a CSD number if registered on the Central Supplier Database. For consortia/JVs/subcontractors, each party must submit their own.
• Central Supplier Database (CSD): Proof of registration is mandatory.
• B-BBEE: Submit a valid B-BBEE certificate from a SANAS-accredited agency or an affidavit substantiating your rating to qualify for specific goal points (10 points for 51%+ black ownership, 10 points for 51%+ black women ownership).
• Disclosure: Complete SBD 4 (Disclosure Form) to declare state employment, conflicts of interest, or relationships with the procuring institution.
• Restrictions: No bids from persons in the service of the state or companies with state-employed directors/members. No joint ventures allowed.
• Additional Documentation: Vendor Accreditation Form, cancelled cheque/bank letter, fully completed and sworn supplier forms, certified copies of shareholder/director IDs.
• FICA/KYC: Successful bidders may be required to submit Know Your Customer (KYC) documents for PEP screening.
• Contractual: Successful bidder must sign a written contract (SBD 7) and a confidentiality agreement.

• Submit a valid B-BBEE certificate from a SANAS-accredited rating agency or an affidavit substantiating your B-BBEE rating.
• Complete SBD 6.1 in full to claim preference points for specific goals:

• 10 points for 51%+ black ownership.
• 10 points for 51%+ black women ownership.

• Land Bank evaluates bids under the Preferential Procurement Policy Framework Act (PPPFA) 2022.

• The successful bidder must sign a written contract (SBD 7).
• Land Bank reserves the right to amend the terms of reference at its discretion.
• A confidentiality agreement is required to protect Bank data and information.
• The contract is subject to the Preferential Procurement Policy Framework Act and Regulations, and the General Conditions of Contract (GCC).
• Land Bank may conduct due diligence on the preferred bidder, including checks on financial health, litigation history, performance, and reputational risk.

• Late bids will not be accepted under any circumstances.
• Land Bank reserves the right to amend the terms of reference at its discretion.
• Bidders consent to the processing of personal information under the Protection of Personal Information Act (POPIA).
• False declarations or misrepresentations may result in disqualification or action under PFMA SCM instructions.

• Foreign suppliers must declare:

• Residency in RSA.
• Branch presence in RSA.
• Permanent establishment in RSA.
• Source of income in RSA.
• Tax liability in RSA.

If the answer is 'no' to all of the above, a SARS TCS PIN is not required.

• Office space must be within 2km of Vredendal CBD, with good visibility and accessibility.
