Evaluation occurs in 4 phases: (1) SCM compliance (returnable documents), (2) Mandatory/Technical requirements, (3) Technical/Functional evaluation (75% minimum to progress), (4) Price and Specific Goals. Mandatory requirements: SAIA registration, valid public liability insurance (R5M+), secure storage within 50km of MHSC (Woodmead) with 24/7 security, tax compliance, CSD registration, no state employees as directors/members, not on Tender Defaulters/Restricted Suppliers List. Functional criteria (100 points total): Reference letters (40 points: 5=40, 4=30, 3=20, <3=0), Lead team leader experience (30 points: ≥5 years=30, ≥3 years=20, <3=0), Company experience (30 points: ≥10 years=30, 8-10=25, 6-8=20, 4-6=15, <4=0). Price evaluation: 80/20 system (80 points for price, 20 for B-BBEE). Lowest acceptable tender scores highest for price. Preference points (20 max) for B-BBEE status (black/women/youth ownership) as per SBD 6.1, supported by certificate/affidavit.

Scope: Provide professional auctioneering services for MHSC’s movable asset disposal over 12 months. Mandatory: SAIA registration, valid public liability insurance (R5M+), secure storage within 50km of MHSC’s head office (Woodmead) with 24/7 access control, CCTV, and fire suppression. Key deliverables: Collect assets from MHSC premises at own cost using insured vehicles; develop and obtain MHSC approval for a costed auction plan (marketing, logistics, online/physical methodology); conduct auction within 60 days of appointment; maintain all-risks insurance on MHSC assets (MHSC as loss payee); manage buyer defaults (notify MHSC within 2 days); submit detailed sales statement within 3 working days post-auction; remit proceeds to MHSC within 14 working days; return unsold assets within 14 days at own cost; provide weekly progress reports; assist with NATIS documentation for vehicles. Assets include office equipment, computers, ICT, furniture, fittings, and vehicles. Special conditions: No subcontracting core auction activities without MHSC consent; no asset release to buyers until MHSC confirms payment; no bidding on MHSC assets by auctioneer or associates without prior approval.

Pricing: Quote a fixed commission percentage on gross auction proceeds (all-inclusive, no hidden costs, no escalations for 12 months). Separately quote an all-inclusive total cost for marketing (advertising, admin, logistics, transport, storage, staff, operational costs, VAT). Prices in ZAR, inclusive of VAT, valid for 30 days from RFQ closing date. Payment terms: Within 30 days of valid invoice receipt after deliverables, per PFMA and Treasury Regulations. Auctioneer bears all auction-related costs (collection, transport, marketing, storage, venue). No payment if no auction is conducted. Commission and VAT are deducted from total earnings before remitting balance to MHSC.

Mandatory: CSD registration (proof required; non-registration = disqualification). Tax compliance: SARS TCS PIN, printed TCS certificate, or CSD number (if no TCS PIN). Consortia/JVs/subcontractors: each party must submit separate tax compliance proof. Submit fully completed and signed SBD 1, SBD 4, SBD 6.1, and SBD 3. B-BBEE: To claim preference points (max 20), submit valid B-BBEE certificate or certified sworn affidavit with SBD 6.1. Disqualifications: State employees or associates as directors/members; fraudulent/misrepresented information; canvassing/lobbying; gifts/benefits to MHSC employees; listed on Tender Defaulters/Restricted Suppliers List; incomplete/incorrect documentation; tax non-compliance; CSD non-registration.
