Two-stage evaluation: (1) Functionality (minimum 70 points required to proceed). (2) 80/20 preference points system (80 for price, 20 for specific goals). Functionality scoring: 60 points for 3+ appointment letters (each ≥ R300,000) in government sector hot premix supply; 40 points for bank rating (A=40, B=30, C=20, D=10). Preference points: B-BBEE status (e.g., 51% black ownership = 5 points). Specific goals include local ownership (Richmond Municipality=5, District=3, KZN=2). Lowest acceptable tender determines price points. Bids failing to meet mandatory requirements (e.g., CSD registration, tax compliance) will be disqualified.

Supply 1500 tons of hot premix (tar) asphalting over 36 months. Breakdown: 500 tons/year, maximum 5 tons/day. Material: DC type with minimum 9.5mm stone mixture.
