• Submit bids exclusively via the SALGA SCM portal: https://scmportal.salga.org.za/. Registration on the portal is mandatory for submission.
• Closing date: 19 June 2026 at 11:00. Late submissions will be rejected and returned unopened.
• Bids must remain valid and irrevocable for 120 days after closing.
• Complete and submit all Standard Bidding Documents (SBD 1, SBD 4, SBD 6.1) in full, signed in black ink. Incomplete or missing forms may invalidate your bid.
• Include a fully compliant sample as specified. Failure to provide this will result in disqualification.
• SALGA will not cover any costs incurred by bidders for bid preparation or submission.

Evaluation occurs in two phases:

Phase 1 (Mandatory Requirements - Pass/Fail):

• Must be registered with the Institute of Internal Auditors (IIA), South African Institute of Chartered Accountants (SAICA), or Chartered Institute of Supply Chain and Procurement (CIPS). Non-compliance results in automatic disqualification.
• Must be registered on the Central Supplier Database (CSD) before submission.

Phase 2 (Technical Functionality - Scored out of 100):

• Minimum threshold: 70 points required to qualify for the panel.
• Criteria and weights:

• Understanding of the brief: 15 points (0–15 scale).

• Methodology: 25 points (0–25 scale).

• Company experience: 30 points (based on reference letters: 0–30, with 5 points per verified reference, max 5 references).

• Years of experience: Proof via company profile and three contactable references (not older than 5 years).

• Experience of key personnel: Scored based on post-registration period (0–30 points).

• Reference letters must be on client letterhead, signed, and include full contact details (name, surname, phone, email, physical address). Multiple letters for one contract count as one reference.
• B-BBEE and price are not evaluated for this tender.

Scope of Work:

• Provide independent probity and advisory services for SALGA procurement and tender-related matters valued at R10 million and above.
• Objectives: Ensure conformity to legislation, protect stakeholder interests via fair/transparent processes, preserve public confidence, improve defensibility of decisions, and assess/mitigate risks from initiation to close-out.
• Tasks include: Review procurement plans, bid specifications, tender publishing, briefing sessions, bid opening/closure, bid evaluation, and bid committee compliance (BSC, BEC).
• Verify committee composition, Declarations of Interest, and conflict-of-interest recusal.
• Each assigned project must be completed within 5 days of assignment.

Deliverables:

• Draft probity report submitted to the Chief Financial Officer.
• Final report issued after incorporating management inputs.
• Skills transfer to SALGA’s SCM function and team.
• Timelines finalized in the Service Level Agreement (SLA).

Panel Composition and Terms:

• Panel consists of probity experts with extensive experience.
• 36-month appointment on a 'needs basis' (no guaranteed work).
• Rotation of panel members applied where practical.
• Panel members may be required to sign NDAs, declarations of interest, and conflict-of-interest forms per assignment.

Performance Standards:

• Work must align with industry/professional standards and SALGA’s terms of reference.
• Assessed on: Quality/accuracy of advice, response times/availability, and ethical compliance.
• All working papers, reports, and documents become SALGA’s property.

• Compensation: Time-based fee structure aligned with AGSA rates.
• Hourly rate: R3,491 per hour for each tender audited.
• Travel and subsistence: Reimbursed per SALGA’s policy.
• Payment terms: Valid, substantiated claims paid within a reasonable period upon SALGA’s satisfaction. No payment for incomplete/outstanding information.
• Invoicing: Hours spent (including meetings and preparation) must be detailed on each invoice. Disbursement fees billed separately where applicable.
• No liability for bid preparation costs incurred by bidders.

• Mandatory registrations: Central Supplier Database (CSD) and professional body (IIA, SAICA, or CIPS).
• Mandatory forms: Complete and sign SBD 1 (Bid Invitation), SBD 4 (Bidder’s Disclosure), and SBD 6.1 (Preference Points Claim Form, with special attention to sections 12 and 13). Use black ink for originals.
• Conflict of interest: Must declare any existing or potential conflicts. SALGA may disqualify bids with conflicts.
• Agreements: Must sign confidentiality, indemnity, and Service Level Agreements (SLA) upon appointment.
• Note: B-BBEE and pricing are not evaluated for this panel appointment.
