The evaluation follows three phases: 1) Administrative compliance (mandatory documents); 2) Functionality/Technical criteria (minimum 80 points required to proceed); 3) Price and B-BBEE (80/20 preference system). Functionality includes project approach (35 pts), company experience (35 pts), and NHBRC registration (30 pts).

Scope includes: Removal of old bitumen sheeting, surface preparation (creating slope), installation of 4mm 'Derbigum SP4' waterproofing, crack/gap repairs, concrete edge repairs, painting (bitumen weather-proofing and enamel for steps), and 50mm core drilling for drainage. Must provide a safety file and disposal certificate for old sheeting.

Only firm prices accepted. Prices must be valid for 60 days. Payment terms are 30 days from receipt of invoice; no pre-payment allowed. Penalties of 2% per week apply for late start (beyond 2 weeks) and 2% per day for late completion.

Must be registered on CSD. Mandatory: CIDB 2SN grading, valid COIDA Letter of Good Standing, valid NHBRC registration, and 5 years of relevant experience. B-BBEE certificate or sworn affidavit required for preference points.
