(3) Final Weighted Scoring (100 points total): Price (80 points, using formula PS = 80 × [1 − (Pt/Pmin)]) + Specific Goals (20 points, per Section 4.1 of the Specific Goals Claim Form). Provide canteen services at Transnet Port Terminals (Port of Durban Multi-Purpose Terminals, Auto Terminal, Maydon Wharf MPT, Durban Container Terminal Pier 1) for 5 years. Use in-house TPT kitchen facilities to prepare and serve balanced, healthy meals to employees, visitors, and customers. Align with Transnet’s Wellness Program by promoting healthy food choices, reducing long-term disease risks, and improving productivity. Key deliverables: (1) Personnel: 3 Catering/Operations Managers (Diploma/Degree in Hospitality Management, 3+ years experience), 3 Head Chefs (Diploma/Degree in Culinary Arts, 3+ years experience), 6 Cooks (Certificate/Diploma in Culinary Arts, 3+ years experience). (2) Compliance: Valid Certificate of Acceptability (Food Business Permit) in the bidding company’s name, certified as a true copy. (3) Service Standards: Professional conduct, strict food handling hygiene, and alignment with TPT’s mission. Support green economy initiatives (waste disposal, recycling, energy conservation).

Key personnel requirements: (1) Catering/Operations Manager (x3): Diploma/Degree in Hospitality Management + 3+ years experience in hospitality management. Responsibilities: kitchen operations, staff supervision, procurement, health/safety compliance. (2) Head Chef/Executive Chef (x3): Diploma/Degree in Culinary Arts + 3+ years experience as Head Chef/Senior Chef. Responsibilities: menu planning, meal prep oversight, quality control. (3) Cooks (x6): Certificate/Diploma in Culinary Arts + 3+ years experience in food prep/cooking. Responsibilities: meal preparation, hygiene, food handling. Each key position must be filled by a separate individual; no repetition of employees. Submit CVs and certificates as proof.

Submit pricing in ZAR, inclusive of VAT, using Annexure B (Pricing Schedule). Strict adherence to the format is required; deviations may disqualify the bid. Prices are fixed for 12 months, then adjustable annually using CPI rates for years 2–5. Discounts must be unconditional. Quantities are estimates; orders are on an “as and when required” basis. Delivery is to Durban. Specify annual holiday closedown periods and continuity plans. Rates must align with DPSA’s Guide on Hourly Fee Rates for Consultants.

(6) Disclosures: Declare any commercial relationships with Domestic Prominent Influential Persons (DPIP) or Foreign Prominent Public Officials (FPPO).

Bidders must provide own PPE (safety vest and boots) for the compulsory briefing session. Compliance with the Occupational Health and Safety Act is mandatory. The service provider is responsible for implementing all necessary safety measures for contract performance. Key personnel must hold valid Basic Emergency First Aid Responder and Basic Firefighting Level 1 certificates. Transnet may conduct due diligence on subcontractors to detect fronting.

Submit details of your company’s environmental policies, including commitments to waste disposal, recycling, and energy conservation. Transnet may request further ESG (Environmental, Social, and Governance) information during procurement or contracting, though this will not affect evaluation or disqualification. Subcontractors are subject to due diligence to ensure compliance with environmental standards.

Contract duration: 5 years. Transnet reserves the right to: (1) Request quarterly reviews with the service provider’s account representative. (2) Replace underperforming team members. (3) Enforce a 95% service level for compliance with quality/quantity/specifications and on-time delivery. Material breaches may result in contract cancellation. Transnet may place purchase orders until the last day of the contract, with deliveries beyond expiry under the same terms. Continuity of supply during holidays must be ensured. Contract terms are subject to legal review; material deviations may disqualify the bid.
