Quotations will be evaluated using an 80/20 price/specific goals allocation: 80 points for price, 20 points for specific goals (Black Ownership, Black Women Ownership, Black Youth Ownership, Disability). Price points calculated per the 80/20 formula. Specific goals points: Black Ownership (51-100%: 10, 30-50%: 6, 5-29%: 4, 0-4%: 0); Black Women Ownership (51-100%: 4, 30-50%: 2, 5-29%: 1, 0-4%: 0); Black Youth Ownership (30-100%: 3, 5-29%: 2, 0-4%: 0); Disability (30-100%: 3, 5-29%: 2, 0-4%: 0). Scope: Supply and deliver fresh fruits and vegetables to 23 beneficiary sites in the uMgungundlovu / Ugu District area. Bidders must quote for each quotation package (numbered 1 to 23), each assigned to a named beneficiary. Each package lists specific produce items with sizes, units, and quantities. Examples: Package 1 (Thandie Nciki) includes bananas, onions, cabbage, oranges, apples, pears, tomatoes, potatoes, green peppers, carrots; Package 2 (Nonjabulo Sinama) includes potatoes, green peppers, tomatoes, carrots, onions, cabbage, apples, pears, oranges, plums, naartjies, grapes. All items must be supplied in specified quantities, sizes, and units. Prices must be firm and inclusive of packaging, sorting, crates, loading, transport, and delivery to the beneficiary sites.

Bidders must complete the pricing schedule for each quotation package (1 to 23) as per the itemised lists. Unit prices and total costs must be in ZAR, excluding VAT. VAT at 15% must be added where applicable; non-VAT vendors must state 'NON-VAT REGISTERED'. The total package cost including 15% VAT must be transferred to the Master Recapulation Summary table, listing all 23 packages with beneficiary names and municipal/local areas. Bidders must quote the entire consolidated schedule; partial pricing is not permitted. Prices must be firm and inclusive of all packaging, sorting, crates, loading, transport, and delivery.

Fixed price quotations on company letterhead are required. Prices must be inclusive of VAT (15%) and all costs relating to packaging, sorting, crates, loading, transport, and delivery. Non-VAT vendors must state 'NON-VAT REGISTERED'. Prices must be in South African Rands (ZAR). Bidders must complete unit prices and total costs for all items in the pricing schedule. No bonds or guarantees are specified. The entire consolidated schedule must be quoted; partial pricing is not permitted.

Mandatory: Signed and completed SBD 1, SBD 4, and SBD 6.1. Evidence of registration on the National Treasury Central Supplier Database (MAAA) with confirmation of Tax Compliance Status (SARS Pin to be supplied if Tax Status non-compliant). Failure to provide any mandatory information will render the bid non-responsive. Bidders must not be persons in the service of the state, nor companies with directors who are state employees. Proof for preference points: B-BBEE Certificate or Affidavit, CSD Report, ID documents of owners, municipal account or lease agreement, doctor's certificate for disability.

Preference points are awarded for specific goals according to the 80/20 system. The contract will be subject to the General Conditions of Contract (GCC). The successful bidder will be required to sign a written contract form (SBD 7). Prices must be firm and legally binding. Bidders must declare that they have not colluded with competitors, have not disclosed their bid, and have not consulted with officials prior to bidding. False declarations may result in disqualification, cancellation, and restriction from doing business with the state for up to 10 years.
