Scope of work: Provision of an Environmental Assessment Practitioner (EAP) to act as the Environmental Control Officer (ECO) during the construction of the 3rd MPT warehouse and all associated infrastructure at the Port of Saldanha for a period of 24 months.

Final 6-monthly audit reports must be submitted to DFFE representative within 10 days from month end of every second month.

Intellectual property: All data submitted becomes property of Transnet Port Terminal and must be provided in original editable format; Transnet may use copyright for any purpose without consent.

Project scope includes design, supply, fabrication, construction, and commissioning of a warehouse and supporting infrastructure at Port of Saldanha to meet operational, storage, and logistical needs.

• Certified copy of proof of competency: Bachelor’s degree/B-tech/National Diploma in Environmental Management/Science/Studies plus at least 6 years’ work experience as an independent ECO.

Contractor must comply with safety and compliance specifications:

• Submit detailed Contractor Execution Plan (CEP) for approval per TRN-IMS-GRP-GDL 014.5.
• Submit TRN-IMS-GRP-TMP 014.3 Employee Personal Profile Dossier including certified copies of medicals, IDs, competencies via email to [email protected] before induction training.

Submit EAPASA certificate, detailed CV with at least 5 ECO services, traceable reference letters for 5 projects, and certified proof of competency (degree/diploma plus 6 years’ experience).

Contract is an agreement with legal effects involving transfer of consideration (financial or other benefit).

Employer’s Agent supervises/liaises with ECO to ensure contract specifications are met.

Contract Owner provides budget and approval.

ECO’s documentation: Transnet gains license to use copyright for any purpose without consent; all data submitted becomes Transnet property and must be in original editable format.

• Replacement Personnel: If the proposed ECO leaves before award, the replacement must meet the same minimum qualifications and experience.

• Close-out Audit: Perform a post-construction environmental close-out audit.
• ESG Disclosure: Transnet may request information on your Environmental, Social, and Governance (ESG) standing for record-keeping, though not for evaluation.

• Validity Period: Bids must remain valid for 90 business days from the closing date. Transnet may request an extension.
• Contract Formation: Acceptance of your quotation, along with Transnet's acceptance, forms a binding contract.
• Termination: Transnet may terminate the contract if you fail to maintain validity of returnable documents (e.g., certifications) during the contract period.
• Legal Review: Your proposed contractual terms are subject to review by Transnet's Legal Counsel.
• Security Clearance: The successful respondent may need to obtain security clearance at CONFIDENTIAL/SECRET/TOP SECRET level for personnel and subcontractors.
