Scoring: Experience (60 points: 3 POs = 60, 2 POs = 30, 1/no PO = 0; POs must be for major hydraulic work ≥ R300k in past 2 years), Delivery lead time (40 points: ≤7 days = 30, 8-10 days = 20, >10 days = 0). 4) Weighted Scoring (100 points): Price (80 points, formula: Ps = 80 × (1 - (Pt - Pmin)/Pmin)) + Specific Goals (20 points: B-BBEE Level 1-2 = 10, +50% Black Youth Owned = 10, non-compliant/Level 3-8 = 0). 5) Post-Tender Negotiation: If price is not market-related, Transnet may negotiate sequentially with top 3 bidders. 6) Objective Criteria: May override highest score for skills transfer, ROI, supplier rotation, or risk factors (e.g., financial stability, conflicts of interest). 7) Award: Contract awarded to highest compliant bidder after approval.
