The umgungundlovu district municipality is establishing a panel of professional service providers for media and advertising services across seven specialisation areas: print, radio, television, digital, outdoor advertising, media buying and placement, and content production. Bidders may apply for one or more specialisations, each with its own minimum reference contract values and mandatory professional body membership. The most consequential requirement is the compulsory briefing session on 18 august 2026, as non-attendance will render any submission invalid.
Compulsory briefing session: 18 August 2026, registration 09H30–10H00, briefing 10H00–11H00, at Council Chambers, uMgungundlovu District Municipality, 242 Langalibalele Street, Pietermaritzburg. Non-attendance invalidates the bid.
Closing date: 11 September 2026 at 12H00. Bids must be placed in the tender box on the ground floor of 242 Langalibalele Street, Pietermaritzburg, in a sealed envelope marked with the tender number and description.
Bidders must submit at least 3 completed project reference letters per specialisation, from the public sector, within the last 5 years (01/07/2021 – 30/06/2026), each meeting the minimum contract value for that specialisation (e.g., R20,000 for print and radio; R150,000 for television and outdoor; R80,000 for digital; R75,000 for media buying and content production).
Valid professional body/association/affiliation/registration/membership per specialisation is mandatory; failure to submit proof results in disqualification. For radio and television media, a valid ICASA licence must also be attached.
Bidders must be registered on the Central Supplier Database (CSD) and provide a SARS Tax Compliance Status (TCS) PIN or CSD number.
Bidders must provide proof of good standing with municipal accounts: latest municipal account (not older than 3 months) showing no arrears beyond 90 days, or a lease agreement plus landlord letter, or an affidavit from a Commissioner of Oaths.
Bids must be submitted on the official forms provided (not re-typed) and remain valid for 90 days from the closing date. Bidders must not be persons in the service of the state.
