What are the submission requirements for this tender (Ref: 09/2026-2027T)?

How will bids be evaluated?

The preference point system applicable to this tender is the 80/20 preference point system. Price, preference and functionality will be scored, as relevant, to two decimal places. Points will be awarded to tenderers who are eligible for preferences in terms of the PREFERENCE POINTS CLAIM FORM (where preferences are granted in respect of B-BBEE contribution). The terms and conditions of the PREFERENCE POINTS CLAIM FORM shall apply in all respects to the tender evaluation process and any subsequent contract. The minimum functionality score is 80 out of 100.

What are the technical specifications?

The scope of work includes the installation of high mast lights in wards 8, 10, 13, 15 and 16. The tenderer must ensure that all relevant information has been submitted with the tender offer in the prescribed format to ensure optimal scoring of functionality points for each Evaluation Criteria.

What financial requirements apply to bidders?

The tender offer validity period is 12 weeks (84 days). Notwithstanding the period stated above, bids shall remain valid for acceptance for a period of three (3) months after the expiry of the original validity period, unless the Municipality is notified in writing of anything to the contrary by the bidder.

Bidders must be registered on the Employer's Supplier Database and the National Treasury Central Supplier Database (CSD). Tax compliance with SARS is mandatory (or foreign supplier exemption). CIDB registration in 7CE class or higher (or capable of being registered). Must attend the compulsory clarification meeting. Must submit: Compulsory Enterprise Questionnaire, Certificate of Independent Bid Determination, Certificate of Authority for Joint Ventures/Partnerships, partnership/JV agreement, Declaration of Conflict of Interest, Declaration of Past SCM Practices, Declaration of Interest – State Employees, Municipal Accounts' Status schedule. Must not be restricted for SCM abuse, not be an advisor/consultant to the Employer, not involved in bid specification, not guilty of Competition Act contraventions. Local content: 100% threshold for designated sector; Annexure C must be submitted; DTIC authorisation required if importing. B-BBEE status level documentation required for preference points (Amended Construction Codes). Proof of good standing with BCCEI (Bargaining Council for Civil Engineering Industry) required.
